This is the content of Decision 819/QD-TTg approving the planning of fire safety infrastructure for the period of 2021–2030, with a vision to 2050.

Each district to have at least 1 team of fire safety police in Vietnam

Specifically, according to Decision 819/QD-TTg, the objectives by 2030 are as follows:

To develop synchronous and modern fire prevention and fighting infrastructure, suitable to Vietnam's conditions, towards the standards of advanced countries in the world; synchronized connection with the national technical infrastructure system; curb the increase in fire and explosion, protect human life, health, and property, protect the environment, contribute to national security and social order and safety with some specific content, as follows:

- Building a network of headquarters, barracks, and works in service of fire prevention and fighting; in which priority is given to the arrangement of headquarters of the police units for fire prevention, fighting, and rescue in urban areas, key areas for fire prevention and fighting, and ensuring that each district-level administrative unit has at least 01 team of fire prevention and fighting police, rescue, and rescue;

Investing in material and technical foundations and works for emergency response, training, command and control, vehicle inspection, scientific research - fire prevention and fighting technology, and rescue to meet the requirements of building a regular, elite, and modern police force for fire prevention, fighting, and rescue.

Ensuring the working conditions and operation of grassroots and specialized fire prevention and fighting teams and civil defense teams in accordance with sectoral, field, and local development plannings as prescribed by law;

- Developing synchronously the water supply system for fire prevention and fighting, ensuring the required flow and pressure according to the provisions of standards and regulations on fire prevention and fighting; thoroughly exploiting and effectively using water sources in service of fire prevention and fighting;

- Developing synchronously all types of traffic to meet fire prevention and fighting requirements; to step by step expand and upgrade roads, streets, and alleys in residential areas so that fire engines can operate in the event of fire, explosion, accident, or breakdown;

- Ensuring communication services for fire prevention and fighting and rescue and rescue; modernizing information infrastructure, the command information center system; the database management system on fire protection and incident reporting; ensuring synchronization and consistency with the command information system for disaster response and search and rescue; and the professional database system of ministries, branches, and localities; completing digital transformation; and providing the highest level of public services in the field of fire prevention and fighting.

In addition, setting a vision for 2050, building a complete network of headquarters and barracks of the Police for fire prevention, fighting, and rescue nationwide, ensuring the protection radius of the police teams of fire safety and rescue and rescue up to the standards of advanced countries in the world, ensuring the water supply system for fire prevention and fighting, all types of traffic, and a modern and unified command and control information system for fire fighting, rescue, and rescue, which is synchronously connected to the national technical infrastructure system, contribute to ensuring national security and social order and safety, serving socio-economic development.
