The Prime Minister of the Government of Vietnam assigned 4 tasks to improve the quality of online public services at the symposium on “Enhancing the Efficiency of Providing and Using Online Public Services.”

In Notice 434/TB-VPCP dated September 25, 2024, the Prime Minister of the Government of Vietnam demanded that the Ministers, Heads of sectors, and Chairmen of the People's Committees at all levels implement with strong determination and uphold the spirit of "1 objective", "2 pillars", "3 breakthroughs", "4 noes", "5 enhancements"; focus on executing several tasks and solutions, including the Duties to improve the quality of online public services in Vietnam as follows:

(i) Review, re-evaluate, and innovate the provision of online public services, ensuring they meet the requirements of degree, convenience, simplicity, environmental friendliness, user-friendliness, and greening of public services, with completion before December 15, 2024;

(ii) Promote the restructuring of processes, design, and provision of online public services based on the maximum reduction and simplification of administrative procedures, reuse of data, electronic interconnection, ensuring that citizens only provide information and documents once to state agencies. Successfully fulfill tasks by 2025 where 100% of eligible administrative procedures are provided as full online public services, and at least 80% of administrative procedure dossiers are processed entirely online. Complete the provision of all 76/76 essential public services under Scheme 06, specifically for the 02 groups of interlinked electronic public services regarding birth and death registration, require: The Ministry of Justice urgently upgrades and completes the shared electronic civil status registration and management software, ensuring connectivity and data sharing with the Provincial-level administrative procedure resolution information system and interlinked public service software for effective implementation in September 2024;

(iii) Promptly conduct research, evaluation, and expand the provision of online public services for public career services and public utility services to perfect the ecosystem on the electronic environment for citizens and businesses, reporting to the Prime Minister of the Government of Vietnam before December 15, 2024;

(iv) Continue to innovate, improve the quality of operations of Public Administrative Service Centers and One-Stop-Shop units at all levels, digitize, and provide non-territorial public services, support citizens and businesses in digital transformation, especially for vulnerable groups.

Additionally, the Prime Minister of Vietnam emphasized three lessons learned:

- Promote the role and responsibility of leaders in spending time and effort to direct, lead, organize implementation, supervise, inspect, urge, remove difficulties, promptly commend and reward, and handle violations and shortcomings according to the standards of the Communist Party and the laws of the State.

- Unified awareness and action are essential, with a "nothing is impossible" attitude, high resolve, great effort, decisive action, focused and priority-based working, "each task must be completed," "no rejection, no difficulties, no promises without actions" regarding the implementation of online public services for citizens and businesses; the spirit of only discussing implementation, no retreat, commitments must be fulfilled, every effort must achieve its goal, every campaign must be victorious.

- Emphasize personal responsibility; strictly enforce administrative discipline and order; promote decentralization and delegation linked with resource allocation, strengthen inspection and supervision; resolutely combat corruption, negativity, and group interests; vigorously propagate to create social consensus, consolidating people's trust.
