Article 5 Circular 01/2010/TT-BGTVT stipulates the duties of the Steering Committee for the Management of Natural Disasters and Search and Rescue of the Vietnam Railway Department as follows:

- The Steering Committee for the Management of Natural Disasters and Search and Rescue of the Vietnam Railway Department has the following duties:

- Participate in the Steering Committee for the Management of Natural Disasters and Search and Rescue of the Ministry of Transport; participate in directing the prevention, control, and mitigation of the consequences of floods, storms, incidents, natural disasters, and search and rescue activities in railway operations.

- Coordinate in the development of legal documents on the prevention, control, and mitigation of the consequences of floods, storms, incident response, natural disasters, and search and rescue in railway operations.

- Participate in general activities, coordination, and collaboration in the prevention, control, and mitigation of the consequences of floods, storms, incident response, natural disasters, and search and rescue in railway operations.

- Participate in annual inspections on the prevention, control, and mitigation of the consequences of floods, storms, incident response, natural disasters, and search and rescue of railway business enterprises.

- Disseminate and educate about the law; participate in international cooperation on the management of the consequences of floods, storms, incident response, natural disasters, and search and rescue in railway operations.

- Summarize and draw experiences from the annual work on the management of the consequences of floods, storms, incident response, natural disasters, and search and rescue of the Vietnam Railway Department. Recommend rewards and disciplinary actions for units and individuals under the Vietnam Railway Department involved in the management of the consequences of floods, storms, incident response, natural disasters, and search and rescue.
