The Ministry of Education and Training is an agency of the Government of Vietnam, performing the function of state management over educational institutions. The tasks and authority of the Ministry of Education and Training in state management concerning examination regulations, admissions, and diplomas, certificates are as follows:
1. Take the lead on creating and presenting to the competent authority for signing agreements on diploma equivalence or mutual recognition of diplomas with countries and international organizations;
2. Issue regulations on examination and admissions; set the provisions on testing and evaluating learners;
3. Specify the forms of diplomas and certificates; the printing, management, issuance, revocation, and annulment of diplomas and certificates;
4. Regulate the recognition of diplomas issued by foreign educational institutions to Vietnamese nationals; set the provisions on diplomas recognizing practical skills and applications for those who have undergone specialized training after university graduation in certain specific fields;
5. Define the responsibilities and authority of Vietnamese higher education institutions to issue diplomas when partnering with foreign higher education institutions; outline the responsibilities of foreign-invested higher education institutions in issuing higher education diplomas in Vietnam.
