This content is mentioned in Circular 76/2013/TT-BTC issued by the Ministry of Finance providing guidance on the establishment, duties, powers, and operational mechanism of the Lottery Supervisory Council.
According to Article 10 of Circular 76/2013/TT-BTC, the Lottery Supervisory Board of the Construction Lottery Company, established by the People's Committee of provinces and centrally run cities, must perform the following tasks in supervising the retrieval, counting, and invalidation of unsold lottery tickets, stubs, or retained parts of manual lotto tickets recovered:

Firstly: For traditional lottery:
- Supervise the retrieval and invalidation of unsold lottery tickets (including tickets not yet circulated) to ensure compliance with legal regulations on traditional lottery ticket retrieval;
- Supervise the counting of tickets at the main office or designated locations for ticket counting, preparing inventory lists, and packing retrieved tickets;
- Supervise the sealing of tickets, signing the seal sheet, or stamping the seal to ensure sealing is completed before the drawing time in accordance with the prescribed policies;
- Inspect and supervise the compilation of the number of retrieved unsold tickets of the Construction Lottery Company, sign the aggregate report on the number of retrieved unsold tickets, determine the number of consumed tickets, and revenue of each issuance period prepared by the Construction Lottery Company.
Secondly: For manual lotto tickets:
- Supervise the process of retrieving and counting ticket stubs or retained parts of recovered manual lotto tickets, the aggregate list of entries from each lottery agent, and the aggregate list prepared by the Construction Lottery Company;
- Supervise the sealing of ticket stubs or retained parts of recovered manual lotto tickets before the drawing time as per the policies, ensuring no additional stubs, parts, adjustments, or supplemental entries are allowed post-retrieval;
- Supervise the unsealing and drawing of stubs or retained parts of prize-winning manual lotto tickets according to the drawing results for each prize category; supervise the re-sealing of stubs or retained parts before storage;
- Supervise the completion of retrieval and invalidation of unsold manual lotto tickets (if there is a retrieval request);
- Supervise and inspect the aggregation of the number of stubs or retained parts of prize-winning manual lotto tickets according to the drawing results for each prize category (including winning numbers from the aggregate list or the list of entries from retrieval points outside the main office and distant lottery agents), sign the report confirming the number of sold tickets, revenue from manual lotto ticket sales for the period, the number of prize-winning manual lotto tickets for each prize category, and the prize payout value of each issuance round.
Thirdly: For instant lottery (scratch-off, peel-off lottery):
- Supervise the completion of retrieval and counting of unsold tickets returned by lottery agents and uncirculated tickets of the same issuance period when the tickets expire;
- Supervise the invalidation of retrieved tickets accordingly;
- Confirm the number of retrieved unsold tickets for each series (serial) of issued tickets.
