On November 29, 2024, the National Assembly of Vietnam passed the 2024 Fire Prevention, Fighting, and Rescue Law (effective from July 1, 2025).

Duties of the Fire Prevention, Fighting and Rescue Police Force in Vietnam from July 1, 2025

- Advise and propose to the Minister of Public Security of Vietnam to promulgate, propose competent authorities to issue, and organize the implementation of strategies, policies, projects, plans, planning, and legal regulations on fire prevention, fighting, and rescue.

- Organize dissemination, popularization, and education of knowledge, laws on fire prevention, fighting, and rescue; guide the development of a movement for all people to participate in fire prevention, fighting, and rescue; train and foster professional knowledge and skills in fire prevention, fighting, and rescue.

- Develop and practice fire-fighting and rescue plans and rescue scenarios.

- Carry out fire fighting and rescue operations.

- Appraise designs, inspect acceptance work for fire prevention and fighting as per authority.

- Guide the building of fire and rescue forces; direct the implementation of fire prevention, fighting, and rescue work; guide the equipment, management, and use of fire prevention, fighting, and rescue facilities.

- Organize the research and application of science and technology in the field of fire prevention, fighting, and rescue.

- Compile and summarize data on fire prevention, fighting, and rescue; develop, manage, exploit, operate the Fire Prevention, Fighting, and Rescue Database System and fire alert telecommunication.

- Inspect, audit, and handle violations of law on fire prevention, fighting, and rescue according to legal regulations.

- Manage the activities of certifying compliance and conformity of fire prevention, fighting, and rescue facilities according to regulations on product quality and technical standards and regulations.

- Conduct certain investigative activities as per criminal procedure laws and criminal investigative organization laws.

- Engage in international cooperation on fire prevention, fighting, and rescue.

- Execute other tasks as prescribed by the Law on the People’s Public Security and other relevant legal regulations.

Regime and policies for the Fire Prevention, Fighting and Rescue Police Force in Vietnam from July 1, 2025

Officers, non-commissioned officers, and soldiers of the Fire Prevention, Fighting and Rescue Police Force shall enjoy the following policies:

- Regime and policies according to the laws on the People’s Public Security;

- Training and fostering allowances when carrying out professional training, fire prevention, fighting, and rescue; practicing fire-fighting and rescue plans and scenarios; during fire fighting and rescue;

- Special nutrition regime during training, practicing fire-fighting and rescue plans, rescue scenarios, and during direct fire fighting and rescue;

- Regime according to the list of special heavy, hazardous, dangerous occupations and jobs according to legal regulations;

- Officers and non-commissioned officers controlling and operating fire-fighting and rescue equipment shall enjoy the same policies as professional officers and non-commissioned officers under the laws on the People’s Public Security.
