Duties of the Emergency Stations on Highways

At the end of 2016, the Ministry of Health issued Circular 49/2016/TT-BYT stipulating the organization and activities of traffic accident emergency response on highways.

Circular 49/2016/TT-BYT stipulates that emergency stations on highways must perform the following tasks:

- Medical examination and treatment facilities shall conduct first aid and emergency care for traffic accident victims according to the Emergency, Intensive Care, and Anti-Poisoning Regulations issued together with Decision 01/2008/QD-BYT;- Medical examination and treatment facilities with emergency stations must submit periodic reports every 6 months or ad-hoc reports on traffic accident emergency activities on highways to the Provincial Department of Health.

Additionally, medical examination and treatment facilities receiving traffic accident victims have the following responsibilities:

- Depending on the technical scope of expertise, organize prompt first aid, emergency care, medical examination, and treatment for traffic accident victims.- If the situation exceeds the technical expertise and capacity, the facility must transfer the patient to a medical examination and treatment facility with suitable expertise for treatment.

Circular 49/2016/TT-BYT takes effect from March 1, 2017.
