Circular 07/2017/TT-BTP was issued by the Ministry of Justice on July 28, 2017, specifically stipulating the duties of the council members in the assessment of legal access.
Accordingly, Circular 07 stipulates that members of the Council have the following duties:
- Advise and provide opinions on the results of the evaluation and propose recognition of commune-level legal access standards related to their functions, duties, authorities, or the assigned management field. The opinions of the Council members are the opinions of the agencies or organizations where they work;- Propose initiatives and solutions to implement legal access indicators and criteria within their management fields, functions, duties, and authorities assigned, and advise and organize the implementation of those initiatives and solutions;- Attend Council meetings fully. In case they cannot attend the meeting for legitimate reasons, they must send their opinions in writing regarding the meeting's contents to the Justice Department for consolidation and reporting to the Chairman of the Council;- The Chairman of the Council directs and coordinates general activities and convenes and presides over Council meetings. The Vice Chairman of the Council is responsible for presiding over meetings and performing tasks authorized by the Chairman of the Council when absent.
