In case they cannot attend the meeting for legitimate reasons, they must send their opinions in writing regarding the meeting's contents to the Justice Department for consolidation and reporting to the Chairman of the Council;- The Chairman of the Council directs and coordinates general activities and convenes and presides over Council meetings. The Vice Chairman of the Council is responsible for presiding over meetings and performing tasks authorized by the Chairman of the Council when absent.
