The battalion's political commissar is responsible before the law, the party committee (cell), the commander, the senior political commissar, and his/her own party committee (cell) for the party work and political work in the construction, training, and activities of the militia unit under his/her authority.

Circular 29/2020/TT-BQP regulates the duties and working relationship of the political commissar of the militia and self-defense platoon as follows:
First, regarding duties:
- Lead and direct the unit to comply with the guidelines, policies of the Communist Party, the laws of the State, leadership resolutions of the Party committee, the administration of the People's Committee at all levels or the head of the agency, organization; directives and orders of the commander, political commissar, senior political officer;- Master the overall situation; take the lead and cooperate with the commander of the same-level militia and self-defense unit to formulate plans for party work, political work in building, training, and activities of the militia and self-defense forces, submit to the appropriate authority for approval and organize the implementation;- Inspect, summarize, and evaluate party work, political work, and report as prescribed.
Second, regarding the working relationship:
- Relationship with the upper-level and own-level Party committee (branch) is in subordination to leadership and direction regarding militia and self-defense work;- Relationship with commanders, political commissars, and senior political officers is the lower-to-upper relation;- Relationship with the political body of the provincial, district-level military agency is under the direction and guidance regarding party work, political work;- Relationship with the commune-level military command board, the military command board of agencies and organizations according to management division is under the leadership, command, and management for party work, political work;- Relationship with the commander of the same-level militia and self-defense unit is a coordinating relationship;- Relationship with agencies, organizations, units stationed or operating in the area is a coordinating and cooperative relationship;- Relationship with lower-ranked commanders of the militia and self-defense units is the upper-to-lower relationship.
