Duties and Working Relationships of the Civil Defense Battalion Commander

The Detachment Commander is responsible before the law, the party committee (cell), the commander, the commissar, the superior political officer, and their level's party committee (cell) for the construction, training, and operation of the Militia and Self-Defense unit under their authority.

According to Clauses 2 and 3, Article 14 of Circular 29/2020/TT-BQP, the duties and working relationships of the battalion commander are stipulated as follows:

Duties:

- Command the Militia and Self-Defense unit under their authority to comply with the guidelines and policies of the Communist Party, laws of the State, leadership resolutions of the party committee (cell), and management, administration of the People's Committees at all levels or party committee (cell), head of the agency, organization; directives, orders of the commander of the superior according to management hierarchies;- Clearly understand all aspects of the situation, develop plans, submit for approval to the competent authority; organize and implement tasks of building, training, combat readiness, combat, combat service, civil defense and policies of the Militia and Self-Defense unit under their authority;- Register, manage, grasp the political and ideological situation, competence, and operational capacity of the commanders and militia members under their command;- The battalion commander, naval battalion commander, company commander, and naval company commander cooperate with political commissars of the same level to conduct the party's work and political work for their unit;- Inspect, coordinate inspection, review, summary, and report as prescribed.

Working Relations:

- The relationship with the superior party committee (cell) and the party committee (cell) at the same level is one of subordination for leadership and direction regarding Militia and Self-Defense work;- The relationship with provincial, district, and commune-level local military agencies, military command boards of agencies, organizations according to management hierarchies is one of subordination for direction, command, and administrative management concerning Militia and Self-Defense work;- The relationship with the superior commander, political commissar, political instructor is one between subordinate and superior;- The relationship with the political instructor of the Militia and Self-Defense unit at the same level is one of coordinated work;- The relationship with agencies, organizations, units stationed or operating in the area is one of coordinated work;- The relationship with the commander of the Militia and Self-Defense units under their command is one between superior and subordinate.
