Duties and Powers of the Vietnam News Agency

On October 26, 2017, the Government of Vietnam issued Decree 118/2017/ND-CP on stipulating functions, duties, powers, and organizational structure of the Vietnam News Agency.

Vietnam News Agency has the following duties and powers:

- Develop and submit to the Government of Vietnam and the Prime Minister of the Government of Vietnam strategies, master plans, programs, long-term, medium-term, and annual plans, important projects, schemes of the Vietnam News Agency and organize the implementation after approval.- Standardize the publication and broadcasting of official documents and information of the Communist Party and the State; collect and compile popular information and references through various forms of journalism and multimedia to promptly meet the leadership requirements of the Communist Party and state management.- Publish the official viewpoints of the State on current issues; redirect information that does not align with national interests; correct misleading information; if necessary, issue statements to refute intentionally distorted information.- Collect, compile, publish, and disseminate products through various forms of journalism and multimedia to serve information agencies, the public, and other entities both domestically and internationally.- Perform the duties of the main national foreign affairs press agency; collect, compile, and disseminate information about Vietnam in various languages for domestic agencies, foreign news agencies, and the press; foreigners and Vietnamese expatriates.- Perform information and propaganda tasks for ethnic minorities and mountainous areas in the languages and scripts of ethnic minorities.- Implement information archiving; build an information database and manage the national photo archive.- Provide information and cooperate with relevant agencies to perform tasks related to information serving the work of security and defense.- Organize research and apply scientific and technological advances in the fields of journalism, media, and information.- Conduct international cooperation in areas within the functions, tasks, and powers of the Vietnam News Agency as prescribed by law.- Function as the representative of state ownership over enterprises established by the Vietnam News Agency and regarding capital contributions in enterprises as prescribed by law.- Manage and decide investment and construction projects under their jurisdiction according to legal regulations; participate in the appraisal of important schemes, projects, and programs related to their expertise as assigned by the Prime Minister of the Government of Vietnam.- Coordinate with relevant agencies to develop specific financial mechanisms for the Vietnam News Agency for the Ministry of Information and Communications to submit to the Government of Vietnam for approval.- Decide and direct the implementation of the administrative reform program of the Vietnam News Agency according to the goals and content of the state administrative reform program approved by the Government of Vietnam and the Prime Minister of the Government of Vietnam.- Manage organizational structure, staffing, number of employees; decide on appointments, reappointments, transfers, rotations, resignations, dismissals, training, fostering, rewards, and discipline; implement wage policies and other policies for personnel under their management as prescribed by law.- Organize service-providing activities according to legal regulations.- Manage and use the state budget and assets assigned domestically and internationally; coordinate financial resources among units under the Vietnam News Agency according to the State Budget Law and relevant regulations.- Implement reporting policies to the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Ministry of Information and Communications, and other competent authorities.- Perform other duties and powers assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam, and as prescribed by law.
