On December 20, 2022, the Minister of Culture, Sports and Tourism of Vietnam issued Circular 15/2022/TT-BVHTTDL guiding the functions, tasks, powers and organizational structure of tourism promotion centers of provinces and centrally run cities.

1. What is the Provincial Tourism Promotion Center?

According to Clauses 1 and 2, Article 2 of Circular 15/2022/TT-BVHTTDL, the Provincial-level tourism promotion center is a public non-business unit under the Department of Tourism, Department of Culture, Sports, and Tourism of provinces and centrally-run cities with the following functions:

- To promote and introduce domestic and international tourism;

- To develop and strengthen the local tourism brand.

- To conduct market research and develop tourism products.

- To propaganda to raise social awareness about tourism;

- To mobilize and seek opportunities and investment resources for tourism development;

- To provide non-commercial public services and to serve state management in accordance with the law; to participate in the coordination and promotion of regional, inter-regional, and national tourism.

Provincial-level Tourism Promotion Centers have legal status, headquarters, seals, and are allowed to open accounts in accordance with law.

2. Duties and powers of the Provincial Tourism Promotion Center in Vietnam

Provincial Tourism Promotion Centers perform the following tasks and powers:

- To develop, submit to competent authorities for approval, and organize the implementation of the Provincial Tourism Promotion Center's short-term, long-term, and annual tourism promotion programs and plans;...

- To create and develop the local tourism brand; to create and promote local tourism products; and to create strategies for the growth of the local tourism market.

- To create, manage, use, and supply publications and tourism promotion materials in digital, printed, and other formats;

- To build, manage, use, and exploit the local tourism promotion database;

- To promote and promote tourism, introduce people, cultural heritages, historical-cultural relics, and scenic spots; creative human works, cultural identity of the locality in Vietnam and abroad;

- To organize and participate in provincial, inter-regional, national, and international fairs, exhibitions, and tourism events;

- To organize surveys, collect data and documents, investigate tourism resources and tourism markets;

- To organize information to assist tourists and to promote community-based tourism in local communities;

- To assist in connecting tourism businesses and events in order to promote tourism, attract tourism investment, and collaborate in the development of tourism businesses both at home and abroad.

- To mobilize and seek opportunities and investment resources for tourism development; diversify and improve the quality of local tourism services;

- To propagate, disseminate and raise social awareness about tourism, mobilizing organizations and individuals to voluntarily and actively participate in preserving civilized lifestyles in public places and environmental sanitation;

- To protect, embellish and develop the value of local tourism resources;

- To organize and coordinate in training and fostering the development of tourism human resources in the locality;

- To participate in programs, projects, environmental tasks, science and technology, biodiversity, response to climate change in the field of tourism in the locality;

- To cooperate, discuss about tourism with relevant organizations at home and abroad to develop tourism in accordance with the law;

- To manage the organizational apparatus, personnel, finance, assets and assigned facilities and equipment according to the provisions of law;

- To carry out statistical work and report according to the provisions of law;

- To perform other tasks assigned by the Director of the Department of Tourism, the Director of the Department of Culture, Sports and Tourism in accordance with the law.
