Duties and Powers of the Provincial and Central-Affiliated City People's Committees in Certain Fields

People’s Committee of Provinces and Central-affiliated Cities has the following duties and powers:

Regarding planning, budget, and finance, the Provincial People’s Committee has the following duties and powers:

- Develop long-term and annual plans for the socio-economic development of the province, submit them to the People’s Council for approval to present to the Government of Vietnam for approval; organize and direct the implementation of these plans;- Participate with central ministries and branches in economic zoning; develop programs and projects of central ministries and branches in the province; organize and inspect the implementation of assigned tasks within these programs and projects;- Regarding the budget, the Provincial People’s Committee:- Prepare budget estimates and plans for local budget allocation, adjust local budget estimates if necessary, submit them to the People’s Council at the same level for decision and report to the upper-level administrative and financial authorities;- Prepare local budget settlement to submit to the People’s Council at the same level for approval and report to the upper-level administrative and financial authorities;- Develop plans for fee, charge, surcharge collection, and contributions from the public as per legal regulations; develop plans for the decentralization of investment in local socio-economic infrastructure projects to submit to the People’s Council at the same level for decision; organize and direct the implementation after approval;- Inspect the resolutions of the lower-level People’s Councils regarding budget estimates and budget settlement;- Based on the resolution of the People’s Council at the same level, decide on tasks and budget allocation for each affiliated department and unit; tasks, budget collection, and level of supplementing the lower-level budget;- Organize the implementation of the local budget; ensure appropriate budget allocation for each local sector;- Coordinate with upper-level state authorities in managing state budget by sector in the locality;- Report on the state budget as per legal regulations;- Direct and inspect tax authorities and entities assigned by the state to collect the local budget; ensure proper collection and timely remittance of the budget as per legal regulations;- Establish a financial reserve fund as per legal regulations submitted to the People’s Council at the same level and reported to the upper-level state authorities.

Regarding industry and handicrafts, the Provincial People’s Committee has the following duties and powers:

- Develop plans and schemes for the development of industry and handicrafts in the province;- Participate in developing central and regional industrial production plans involving the province; perform tasks assigned by the Government of Vietnam regarding industrial development programs and projects, building and developing industrial zones, export processing zones;- Develop agricultural, forestry, fishery processing facilities, and other industrial establishments;- Direct the construction and development of industrial, commercial, service, and tourism clusters in district-level towns, cities under the province, and commune-level towns;- Develop traditional trades and craft villages in the province;- Exercise state management over industrial and handicraft production units in the province according to authority;- Organize the protection of unexploited mineral resources in the locality; organize and inspect local salvage and exploitation activities.
