On February 6, 2024, the Ministry of Information and Communications issued Decision 163/QD-BTTTT regulating the functions, tasks, powers, and organizational structure of the National Institute of Digital Technology and Digital Transformation.

Position and functions of the National Institute of Digital Technology and Digital Transformation in Vietnam

National Institute of Digital Technology and Digital Transformation (hereinafter referred to as the Institute) is a public service unit under the Ministry of Information and Communications; it carries out the function of scientific and technological research, assisting the Minister in researching digital technology, digital solutions, digital platforms for digital transformation, and promoting national digital transformation.

International transaction name of the Institute: National Institute for Digital Technologies and Digital Transformation (abbreviated as NIDiT).

The Institute is a public science and technology organization with legal status, seal, and account for transactions according to the provisions of law; Its operating budget is provided by the state budget, and its headquarters are located in Hanoi city.

Duties and powers of the National Institute of Digital Technology and Digital Transformation in Vietnam

(1) Carry out tasks serving the state management of the Ministry of Information and Communications

- Research on digital technology, digital solutions, digital platforms, and digital transformation

+ Research management policies, promote the development of digital technology, digital transformation, and evaluate the impact of policies on digital technology and digital transformation;

+ Research theoretical basis, practical experience, models, and solutions for digital transformation;

+ Research the current status, update development trends, and apply digital technology and digital data;

+ Research and develop criteria and methods for surveying, measuring, and evaluating digital platforms; develop indicators of national digital transformation, the digital economy, and digital society;

+ Research and develop technical standards and regulations in the field of digital technology and digital transformation;

+ Carry out scientific and technological research tasks assigned by the Minister.

- Participate in promoting digital technology development and digital transformation

+ Propose mechanisms and policies to manage and promote digital technology development and digital transformation;

+ Investigate, survey, and measure development indicators of national digital transformation, the digital economy, and digital society;

+ Evaluate, test, and verify software, digital products, and digital platforms;

+ Develop publications on development indicators for national digital transformation, the digital economy, and digital society; disseminate practical experiences promoting digital transformation;

+ Develop training programs and documents on digital transformation;

+ Consulting on policies, models, solutions, implementation plans, measurement, and evaluation of digital technology and digital transformation;

+ Participate in developing national digital transformation development programs and plans; that focus on developing digital government, digital economy, digital society, digital infrastructure, digital platforms, and digital human resources to meet the goals of developing digital government, digital economy, and digital society nationwide;

+ Implement schemes and projects to support and promote the development and application of digital technology and digital transformation;

+ Organize seminars, conferences, scientific reports, and academic activities to gather and assemble a team of experts and scholars to share, disseminate, and accumulate knowledge and experience in the field of digital technology and digital transformation.

(2) Carry out unit management and development tasks

- Implement digital transformation in the Institute's activities, bringing the Institute's activities to the network environment;

- Organize the implementation of international cooperation projects and programs in accordance with the functions and tasks of the Institute according to the provisions of law and the assignment of the Minister; receive funding and aid from international agencies and organizations in the field of research - development of digital technology and digital transformation in accordance with the provisions of law;

- Proactively develop revenue-generating public service activities related to the functions and tasks of the Institute according to the provisions of law; preserve and develop assigned resources;

- Manage organizational structure, officials, and employees under the unit's management scope; Implement policies and regulations for officials and employees under the management of the unit according to the provisions of the law and the decentralization of the Minister;

- Manage the Institute's finances, assets, records, and documents according to the provisions of the law and the decentralization of the Minister.

(3) Perform other tasks as prescribed by law or assigned by the Minister.

Organizational structure and staffing of the National Institute of Digital Technology and Digital Transformation in Vietnam

(1) Institute leaders:

The National Institute of Digital Technology and Digital Transformation has a Director and Deputy Directors.

The Director of the National Institute of Digital Technology and Digital Transformation is responsible before the Minister and the law for the results of implementing assigned functions, tasks, and powers.

The Deputy Director assists the Director in managing the Institute's work areas, and is responsible to the Director and the law for assigned tasks.

(2) Organizational structure:

* Function departments:

- General administrative office;

- Digital Technology Department;

- Digital Transformation Department.

* Affiliated units:

- Center for Digital Technology Application and Digital Transformation.

The functions, tasks, and powers of the affiliated units are established by the Director of the Institute and submitted to the Minister for decision.

The functions, tasks, and powers of the departments are prescribed by the Director.

The working relationship between departments and units under the Institute is regulated by the Director.

* The Institute established an Advisory Council consisting of a number of leading industry experts, scientists, managers, entrepreneurs, and investors with experience in the field of digital technology development and digital transformation to help the Institute's professional work.

* The number of people working at the Institute is established by the Director and submitted to the Minister for decision.
