On November 29, 2024, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Decision 1969/QD-BLDTBXH stipulating the functions, tasks, powers, and organizational structure of the National Center for Employment Services.

Duties and powers of the National Center for Employment Services in Vietnam​

- Develop development plans for the Center in each period, in alignment with the orientation of arranging public service providers under the Ministry in each period; organize the implementation of the plan after it has been approved according to legal regulations and the Ministry's management decentralization.

- Regarding labor market information and forecasting

+ Research, aggregate, analyze impacts, and forecast labor market indicators, development trends, and unemployment insurance; periodically publish analytical and forecasting publications on the labor market;

+ Organize collection, investigation, survey, synthesis, storage, management, exploitation, use, and provision of labor market information according to legal regulations and the Ministry's management decentralization;

+ Support localities in building and developing databases on the labor market as assigned by the Ministry, the Employment Department;

+ Store, manage, operate, exploit, use, and provide labor market information according to legal regulations.

- Regarding employment services

+ Research, analyze, aggregate, propose and report on the implementation of employment services;

+ Support the deployment of employment service activities; programs, projects on employment services; organize or link implementation of employment service activities by employment service organizations nationwide according to legal regulations;

+ Synthesize results, monitor, and evaluate the quality of employment services, labor supply-demand connection according to legal regulations.

- Regarding unemployment insurance

+ Support the implementation of career activities related to unemployment insurance according to legal regulations;

+ Monitor, analyze, aggregate, and report on the implementation of unemployment insurance benefits;

+ Participate in building and guiding the deployment of operational models in implementing unemployment insurance benefits according to legal regulations and assignments by the Ministry, the Employment Department.

- Participate in the implementation of information, dissemination, legal education in the field of employment, job creation support, labor market development, employment services, unemployment insurance, recruitment, and labor management in Vietnam according to regulations.

- Conduct scientific research; organize the compilation of professional and specialized training materials and conduct training, fostering, and capacity-building for public employees, workers working in the fields of employment services, labor market information, unemployment insurance.

- Deploy activities of information technology application, digital transformation, online public services in the field of employment; participate in building, managing, exploiting labor market databases; develop labor market information systems, unemployment insurance; participate in researching and developing electronic platforms to enhance coordination, labor supply-demand connection; manage, operate electronic portals, and websites under the responsibility of the Employment Department and the Center according to regulations.

- Execute some tasks regarding the management and use of funds for managing unemployment insurance as assigned by the Director of the Employment Department and according to legal regulations.

- Provide public career services in the field of employment suitable to the Center's expertise and capabilities according to legal regulations.

- Implement international cooperation and integration according to legal regulations and the Ministry's guidelines.

- Develop a financial autonomy plan according to legal regulations aligned with the actual conditions of the Center, to be submitted to the Ministry for consideration and decision-making.

- Conduct preliminary and final reviews, periodic and ad-hoc reports on the assigned tasks according to legal regulations.

- Manage public employees, workers; physical facilities, financial resources, assets, and execute inspection and settlement of assigned funds according to legal regulations and the Ministry's management decentralization.

- Perform other tasks as regulated by law and assigned by the Ministry, Employment Department.
