Duties and Powers of the Ministry of Transport in Transportation Management

The Ministry of Transport is an agency of the Government of Vietnam, exercising the state management functions over road, railway, inland waterway, maritime, and aviation transportation within the entire country; state management of public services as prescribed by law.

Duties and Powers of the Ministry in the Management of Road, Railway, Inland Waterway, Maritime, Civil Aviation, and Multimodal Transport are stipulated as follows:

  1. To guide and inspect the implementation of conditions for transport business, mechanisms, and policies for transport development, and transport support services as stipulated by the Government of Vietnam.
  2. To set standards, technical regulations, and technology for transport operation and exploitation.
  3. To announce civil aviation routes after being permitted by the Prime Minister of the Government of Vietnam; to announce road, railway, inland waterway transport routes, and public transport networks per the provisions of the law.
  4. To guide the implementation of multimodal transport as regulated by the Government of Vietnam.
  5. To organize the granting of civil aviation operation licenses; to direct and inspect the implementation of regulations on coordinating the management of civil aviation operations.
  6. To detail the management of activities at airports, seaports, ports, inland wharfs, railway stations, railway, and inland waterway traffic routes, and maritime.
