Duties and Powers of the Ministry of Transport in the Issuance of Legal Documents

1. Submit to the Government of Vietnam the draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly; draft resolutions, decrees of the Government of Vietnam according to the program, annual law-making plans of the ministry that have been approved and projects, schemes assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam; strategies, development planning, medium-term and annual public investment plans; national programs and projects within the areas of state management of the ministry.

2. Submit to the Prime Minister of the Government of Vietnam draft decisions, directives, and other documents as assigned.

3. Issue circulars, decisions, directives, and other documents within the scope of state management of the ministry; direct, guide, inspect, and organize the implementation of legal documents within the scope of the ministry's management.

Develop national standards, issue national technical regulations, and economic-technical norms in sectors and fields within the scope of the ministry’s state management; organize management, provide guidance, and inspect conditional business sectors under the ministry’s state management according to legal regulations.

4. Direct, guide, inspect, and be responsible for organizing the implementation of legal documents, strategies, plans, and approved projects within the scope of the ministry's state management; information, propaganda, dissemination, and legal education on state management areas of the ministry.
