Duties and Powers of the Ministry of Transport in Managing Transportation Vehicles

Tasks and Powers of the Ministry in Managing Means of Transportation; Surveying, Exploiting, and Transporting Equipment; Loading, Unloading, Construction, and Specialized Equipment are Regulated as Follows:

1. Organize the registration of sea-going vessels and aircraft according to the regulations of the Government of Vietnam; stipulate the registration and issuance of license plates for railway, inland waterway, and specialized vehicles participating in traffic.
2. Stipulate the safety quality, environmental protection, and occupational safety and hygiene for means of transportation, equipment for surveying, exploiting, and transporting on the sea.
3. Stipulate and guide the implementation of standards and technical regulations, inspection, testing, certification of safety quality and environmental protection for road motor vehicles, rail transport vehicles, inland waterway transport, aviation, maritime transport vehicles, equipment for surveying, exploiting, transporting on the sea; all loading, unloading, construction specialized equipment, buildings, and other specialized equipment used in transportation and other purposes as prescribed by law.
4. Issue Airworthiness Certificates for aircraft; issue Export Airworthiness Certificates for aircraft, aircraft engines, and propellers upon export; issue or recognize Type Certificates for aircraft, aircraft engines, and propellers manufactured in Vietnam or imported.
5. Stipulate the appraisal of technical designs in manufacturing, assembling, repairing, and converting means of transportation, loading, unloading, construction specialized equipment, and transportation sector-specific technical equipment; equipment for surveying, exploiting, transporting on the sea.
6. Stipulate standards, technical regulations, operational conditions of facilities designing, manufacturing, maintaining, or testing aircraft, aircraft engines, aircraft propellers, and aircraft equipment in Vietnam; facilities providing services ensuring flight operations and quality inspection of technical safety, environmental protection for means of transportation, equipment for surveying, exploiting, transporting on the sea, and other equipment, structures as prescribed by law.
7. Develop lists; issue inspection procedures and manage all types of machinery, equipment, materials, and substances requiring strict safety and occupational hygiene overseen by the Ministry; issue, reissue, extend, and revoke certificates of technical safety inspection operations according to the authority.
