Duties and Powers of the Management Board in Public Service Provider

On January 30, 2018, the Ministry of Transport issued Circular 05/2018/TT-BGTVT detailing the duties and authorities of the Management Council in public service providers.

To be specific, Circular 05 stipulates the responsibilities and authorities of the Managing Council in a public service provider as follows:

- Decide on the objectives, strategies, and medium-term and annual development plans of the public service provider.- Approve the organizational and operational regulations of the public service provider for submission to the competent authority for approval.- Decide on the policies regarding organizational structure, recruitment, training, and fostering of officials and public employees, workers; finance, assets, investment in infrastructure construction, procurement of equipment, and mobilization of necessary resources for the development activities of the public service provider.- Decide on the orientation of professional activities and the development of science and technology of the public service provider.- Supervise the implementation of the resolutions of the Managing Council and the implementation of democratic regulations in the activities of the public service provider.- Propose to the competent authority the appointment, dismissal, commendation, discipline, and policies for the head and deputy head of the public service provider.- Periodically or unexpectedly report to the superior management agency on the activities of the public service provider.- Periodically or unexpectedly request the head of the public service provider to report on the activities of the public service provider.- Approve the establishment, reorganization, and dissolution of the constituent units of the public service provider; the job position scheme of the public service provider before submitting it to the competent authority for appraisal.- Approve the financial plan, fee levels of professional activities; the basic indicators in professional activities and the annual financial settlement report of the public service provider.
