Decree 18/2018/ND-CP on stipulating functions, duties, powers, and organizational structure of the Management Board of Ho Chi Minh Mausoleum was issued on February 2, 2018.
The Management Board of President Ho Chi Minh’s Mausoleum has the following specific duties and powers:
1. Regarding strategy, program, planning, and plan
- Submit to the Government of Vietnam and the Prime Minister of the Government of Vietnam strategies, plans, long-term, five-year, and annual programs, important projects, schemes of the Mausoleum Management Board and organize implementation after approval;- Participate in appraising important schemes and projects related to the management scope as requested by the Government of Vietnam and the Prime Minister of the Government of Vietnam;- Decide on investment projects under the authority in accordance with the law.
2. Regarding the long-term preservation, absolute protection of President Ho Chi Minh’s body; ensuring security and safety in the area
- Implement medical tasks to preserve and maintain President Ho Chi Minh’s body for a long time;- Ensure the safety of President Ho Chi Minh’s body;- Manage, operate, and ensure the infrastructure and technical systems; embellish the President Ho Chi Minh’s Mausoleum, Ba Dinh Square, Monument to the Heroes and Martyrs, the welcoming area for the people, the K9 Relic Area, and related structures;- Research, propose, build, and organize the implementation of plans, measures to ensure security and safety at the Ho Chi Minh’s Mausoleum, Ba Dinh Square, Monument to the Heroes and Martyrs, K9 Relic Area, and other areas within the managed scope.
3. Organize activities in managed areas
- Organize welcoming, propagating, and serving the public and international visitors to pay tribute to President Ho Chi Minh, the Heroes and Martyrs, participate in political and cultural activities, and visit the Ho Chi Minh’s Mausoleum, the Monument to the Heroes and Martyrs, Ba Dinh Square, and K9 Relic Area;- Lead and cooperate with the Ho Chi Minh Museum, the President Ho Chi Minh Relic at the Presidential Palace to guide, welcome, and organize service activities for the public and international visitors for political and cultural activities at the Ba Dinh historical and cultural relic complex;- Conduct military and state ceremonies at the Ho Chi Minh’s Mausoleum, the Monument to the Heroes and Martyrs, and K9 Relic Area as per regulations;- Organize the production and care of flowers, ornamental plants, decoration, and ensure environmental hygiene.
4. Regarding public service implementation
- Organize and implement public services assigned by the Government of Vietnam;- Inspect the organization and implementation of public services by agencies and units under the Mausoleum Management Board.
5. Regarding international cooperation
- Sign, amend, supplement, extend international agreements, terminate validity, temporarily suspend the implementation of international agreements on behalf of the Mausoleum Management Board in accordance with the law;- Organize and implement international cooperation related to the management scope of the Mausoleum Management Board as assigned by the Prime Minister of the Government of Vietnam;- Organize and check the implementation of internationally funded programs and projects as per regulations;- Participate in conferences, workshops, programs, and international cooperation plans.
6. Decide and direct the implementation of the administrative reform program of the Mausoleum Management Board according to the objectives and contents of the state administrative reform program approved by the Prime Minister of the Government of Vietnam.
7. Regarding information policies and reporting
- Organize communication, dissemination of political tasks, policies, and laws of the State related to the management scope of the Mausoleum Management Board;- Implement reporting policies to the Prime Minister of the Government of Vietnam and competent authorities as per regulations.
8. Regarding organizational structure and staff
- Submit to the Prime Minister of the Government of Vietnam the establishment, reorganization, dissolution, renaming of agencies, and units under the Mausoleum Management Board;- Manage the organizational structure, official staffing, the number of working people, job positions, and structure of officials and public employees according to ranks and professional titles; organize the planning, training, fostering, recruitment, use, transfer, appointment, rotation, retirement, commendation, discipline and other policies for officials, public employees, and workers under its management authority as per regulations;- Decide and organize specific measures to strengthen administrative discipline for officials, public employees, and workers under its management authority; prevent corruption, waste, bureaucracy, arbitrariness, and privilege abuse in the activities of the Mausoleum Management Board;- Inspect the compliance with policies, laws, and assigned tasks by officials, public employees, and workers under its management; resolve complaints and denunciations related to officials, public employees, and workers under its management authority.
9. Regarding financial and asset management
- Prepare annual budget estimates, three-year financial-budget state plans, medium-term development capital plans for the Mausoleum Management Board to submit to competent state agencies for decision;- Coordinate with related ministries and central authorities to build financial mechanisms, policies, standards, and spending norms of the Mausoleum Management Board in the assigned field;- Implement investment, financial, and accounting management as per regulations;- Manage and effectively use state-assigned assets.
10. Organize research, application of science and technology in specialized fields to serve assigned tasks.
11. Implement other duties and powers assigned by the Government of Vietnam and the Prime Minister of the Government of Vietnam.
