Duties and Powers of the General Staff Department According to Circular 24

Recently, the Ministry of National Defense issued Circular 24/2014/TT-BQP stipulating the duties and powers of agencies and units under the Ministry of National Defense, the Command of Military Forces of Ministries and Central Government Agencies regarding national defense and security education; fostering national defense and security knowledge within the Vietnam People's Army.

Article 4 of Circular 24/2014/TT-BQP stipulates the duties and powers of the General Staff's agencies as follows:

1. Department of Militia and Self-Defense Forces

- Lead and cooperate with relevant agencies and organizations inside and outside the Army to assist the General Staff and the Minister of National Defense in performing state management of National Defense and Security Education (GDQPAN) according to their authority;

- Perform the functions of the Permanent Office of the Central Council for GDQPAN to assist the Standing Committee of the Central Council for GDQPAN, the Central Military Commission, the Ministry of National Defense, and the Central Council for GDQPAN in advising and assisting the Communist Party and the Government of Vietnam on GDQPAN and handling routine tasks of the Central Council for GDQPAN;

- Annually or periodically, lead and coordinate with the functional agencies of the Central Organization Committee, the Ministry of Home Affairs, and relevant local organizations to assist the Minister of National Defense in developing the training plan for GDQPAN for subject 1, submitting it to the Prime Minister of Vietnam for approval in July; direct the National Defense Academy to develop training plans for each course, submit them to the Chairman of the Central Council for GDQPAN for approval, and organize implementation; advise on summoning subject 1 for GDQPAN training;

2. Department of Military Training

Lead and cooperate with relevant agencies and organizations to develop and guide the standards, norms, specifications of teaching aids, training grounds, practice fields, shooting ranges, and testing rules in accordance with GDQPAN content and programs; participate in compiling and adjusting programs, curricula, textbooks, materials, and research on GDQPAN.

3. Department of Military Schools

- Lead and coordinate with relevant agencies and organizations to direct military schools in implementing GDQPAN;

- Coordinate with relevant agencies and organizations to participate in compiling and adjusting programs, curricula, textbooks, materials, and research on GDQPAN; develop programs, plans, and proposals on GDQPAN.

4. Department of Military Personnel

- Lead and coordinate with relevant agencies and organizations to make proposals to the General Staff, the Ministry of National Defense, and the Central Military Commission regarding the staffing, positions, and highest military ranks of seconded officers performing GDQPAN duties;

- Lead and coordinate with relevant agencies and units to assist the General Staff in directing agencies and units to ensure weapons, military explosives, technical equipment, and specialized teaching devices for GDQPAN according to their authority.
