On May 3, 2024, the Central Executive Committee of Vietnam issued Decision 143-QD/TW regarding the tandard Working Regulations for district-level party committees.
- Responsible to the district Party committee for the leadership activities of the district committee concerning the assigned agencies, units, fields, and areas.
- Proactively propose policies, tasks, solutions; the activity program of the district committee, the standing committee, and the executive committee of the district committee related to the assigned fields, areas. Uphold a sense of responsibility, dare to think, dare to act, solve issues promptly and effectively within authority, or report new, sudden, complicated issues beyond authority to the standing committee and the executive committee of the district committee.
- Strictly comply with the Political Platform, the Charter of the Vietnam Communist Party, the Party's policies, the laws of the State. Maintain unity in will, actions, and solidarity within the Communist Party; do not speak, write, act against, or fail to fully implement the Party’s resolutions, directives, conclusions, regulations, decisions; do things the law does not allow; firmly fight and refute wrongful, hostile information and views; protect the Party’s ideological foundation.
Together with the Party committee and Party organization at the place of work, lead the research, enlightenment, implementation, and inspection of the implementation of the upper-level resolutions, directives, regulations, decisions, conclusions, and the district committee; direct the construction of the Communist Party, the political system, and internal political protection in the assigned agencies, units, fields, and areas.
- Be exemplary in studying and following the ideology, ethics, and style of Ho Chi Minh; the regulations on the responsibility to set an example for cadres, Party members, especially leaders, and managers. Regularly cultivate, train, self-reflect, and self-correct, adamantly fight against, prevent, and push back manifestations of ideological, political, ethical, lifestyle degradation of “self-evolution”, “self-transformation”. Actively contribute to building a clean and strong Party organization where living and working; effectively implement the model of “excellent branch committee” and “excellent grassroots Party”.
Maintain a exemplary, clean, and healthy lifestyle; build a cultural family; do not let spouses, children, and relatives take advantage of the Party's regulations, laws, and state policies to affect the Party's and personal reputation; maintain close ties with the people.
- Strictly follow the assignment and transfer of the competent authority; entitled to present opinions when the competent authority evaluates, comments, decides on work placement, and disciplines oneself.
- Directly be responsible for or participate in organizing, cadre work; pay attention to training cadres, especially those who will replace one's position. Evaluate and appraise cadres; direct the implementation of anti-corruption, anti-negative behaviors, wastefulness, bureaucracy, and thriftiness; properly implement regulations on power control and fight against corruption and negativity in cadre work at the assigned agencies, units, fields, and areas; protect dynamic, creative officers for common benefits; be responsible for violations of organizations and cadres directly managed.
- Seriously implement self-criticism and criticism; conduct annual reviews, evaluations, and classifications of quality for collectives and individuals following the Party regulations. Listen, be receptive to contributions, especially regarding personal limitations and shortcomings or related to oneself. Adopt measures to promote strengths and overcome limitations and shortcomings concluded by competent authorities at review sessions.
Conduct intra-Party questioning according to regulations. Individuals being criticized or questioned must respond clearly to the questioned contents.
- Regularly study, update new information and knowledge, and be trained to improve political theory, professional expertise, and practical activity capabilities.
- Fully attend district committee meetings; actively discuss, contribute ideas to resolutions, decisions, and documents of the district committee and together, be responsible for the organization’s implementation. Preside over and coordinate to prepare the assigned content to present to the district committee, the standing committee of the district committee. Participate in steering committees, subcommittees, working groups, and other organizations when assigned by competent authorities.
- Have the right to vote, run for election, nominate, withdraw from the nomination list according to the Charter of the Vietnam Communist Party and the Party's election regulations.
- Implement information confidentiality policies, strictly abide by the Party's and State’s speaking discipline.
- Within the scope of one’s authority and duties, be provided with and request the standing committee of the district committee to promptly provide necessary information about the activities of the Party committees, authorities, and the political system at all levels in the district, and on domestic and international developments.
- Strictly implement responsibilities of cadres and Party members in relations and contact with foreign individuals and organizations according to regulations.
- When on business trips (or personal matters) outside the province (city) for … working days or more, report directly or in writing to the executive committee of the district committee (provincial and municipal standing committees shall provide specific guidance based on practical situations).
