Duration for Evaluating the Program on Overcoming the Consequences of Landmines is 3 Years

Recently, the Minister of National Defense signed and issued Circular 195/2019/TT-BQP detailing certain articles and measures for the implementation of Decree 18/2019/ND-CP dated February 1, 2019, by the Government of Vietnam concerning the management and execution of post-war bomb and explosive remnants clearance activities.

According to regulations, the Program and Plan to address the consequences of explosive remnants of war must be periodically evaluated to promptly adjust to the socio-economic development situation in each period. Circular 195/2019/TT-BQP stipulates that the evaluation period for the national program and plan to address the consequences of explosive remnants of war is 3 years, and there is a mid-term evaluation for provincial programs.

The Program and Plan to address the consequences of explosive remnants of war are adjusted in case of changes in:

- The main targets of national and local socio-economic development plans;- Regulations on resource and environmental protection;- Land use planning and plans;- National defense and security strategy;- Resources.

The agency that develops the program and plan to address the consequences of explosive remnants of war is responsible for organizing evaluations, reporting to the competent authority for approval according to the procedures specified in Article 4 and Article 5 of Circular 195/2019/TT-BQP.

In this context, the Vietnam National Mine Action Center (hereinafter referred to as VNMAC) is responsible for developing the national program and plan to address the consequences of explosive remnants of war according to the provisions of Article 10, Clause 1, Article 11, Clause 1, Article 12 of Decree 18/2019/ND-CP and according to Forms No. 01, 02 Appendix I issued together with this Circular to submit to the Ministry of Defense (via the Planning and Investment Department of the Ministry of Defense); The duration of the national program to address the consequences of landmines corresponds to the duration of the national socio-economic development strategy for each period; the duration of the national plan to address landmine consequences corresponds to the national socio-economic development plan.

VNMAC is responsible for assisting the Ministry of Defense in appraising provincial programs and plans to address landmine consequences for municipalities under central authority.
