Recently, the Government of Vietnam has issued Decree 94/2010/ND-CP regulating drug rehabilitation organized at home and in the community. Accordingly, drug addicts may change their place of residence if their health permits and they have legitimate reasons.

Information regarding travel and change of residence for those undergoing drug addiction treatment at home and in the community is stipulated in Article 30 of Decree 94/2010/ND-CP, specifically:
During the period of treatment at home or in the community, when health status has recovered, the addict can be absent from the place of residence if there is a legitimate reason, except in cases of detoxification and withdrawal. Each absence should not exceed thirty days, and the total absence must not exceed one-half of the total treatment time specified in the Decision of the Chairman of the Commune People's Committee and must comply with the following regulations:
- In case of absence from the place of residence for up to twenty days, it is necessary to report to the Chief of the Commune Police.- In case of absence from the place of residence for more than twenty days, a written request stating the reason, duration, and destination, along with the opinion of the Team Leader of the Task Force, must be submitted and approved by the Chairman of the Commune People's Committee of the place of residence. The Chairman of the Commune People's Committee of the place where the addict resides should send a document to the Chairman of the Commune People's Committee of the destination to coordinate in monitoring, managing, and supporting the addict;- The addict has the responsibility to report to the Chief of Commune Police or the Chairman of the Commune People's Committee at the destination. At the end of the stay, there must be a certification from the Chief of the Commune Police or the Chairman of the Commune People's Committee on the duration of stay and compliance with the law at the destination.
In cases of legitimate reasons such as changing the household registration, studying, having stable employment, or other legitimate reasons for temporary residence in another locality, the addict must submit a petition with the opinion of the Team Leader of the Task Force to the Chairman of the Commune People's Committee at the place of residence for consideration and resolution:
- In case the addict changes the household registration, the Chairman of the Commune People's Committee shall propose and send the entire file of the addict to the Chairman of the Commune People's Committee of the new place of residence for continued management and education;- In case the addict goes to study, has stable employment, or other legitimate reasons for temporary residence in another locality, the Chairman of the Commune People's Committee shall propose to the Chairman of the Commune People's Committee of the new place of residence or the agency, organization where the addict works to continue managing and assisting them.
Thus, drug addicts can change their residence to another locality for studying or working. The government encourages drug addicts to study and actively work to contribute to society through support policies and the assistance of local agencies.
