On June 7, 2023, the Minister of Finance of Vietnam issued Circular 37/2023/TT-BTC stipulating the rate, collection, payment, management, and use of driving test fees; fees for granting diplomas and certificates to operate on all kinds of vehicles; and fees for registration and issuance of plates for special-use motorcycles.

The collection rate, mode of collection, payment, management, and use of driving test fees; fees for granting diplomas and certificates to operate on various types of vehicles; and fees for registration and issuance of plates for special-use motorcycles according to Circular 37/2023/TT-BTC are as follows:

Note:

1. The charge rates for driving tests specified in this Circular shall be applied uniformly across the country (regardless of centrally-managed agencies or locally-managed agencies).

2. Those who take the test to be granted a road motor vehicle license for a part must pay the driving test fee for that part (calculated according to the test time: the first test, the re-test).

Instructions for declaring, collecting, and paying driving test fees in Vietnam

According to Article 4 of Circular 37/2023/TT-BTC regulating the declaration, collection, and payment of driving test fees; fees for granting diplomas and certificates to operate on various types of vehicles and fees for registration and issuance of plates for special-use motorcycles are as follows:

- Charge and fee payers shall pay fees and charges according to the prescribed rates to charge and fee collectors in the form specified in Circular 74/2022/TT-BTC stipulating the form and time limit for the collection, payment, and declaration of charges and fees falling within the competence of the Ministry of Finance.

- Every Thursday at the latest, the fee-collecting organization must deposit the fee amount collected in the previous week into the fee-paying account of the fee-collecting organization opened at the State Treasury. The fee-collecting organization shall declare and pay the collected fees and charges into the state budget, and finalize fees in accordance with the provisions of Circular 74/2022/TT-BTC.

- The fee-collecting organization shall pay the collected fee according to the rate specified in Article 5 of Circular 37/2023/TT-BTC and 100% of the collected fee amount into the state budget (The charge and fee-collecting organizations under the Central Government manage and pay fees and charges to the central budget; the charge and fee-collecting organizations under the management and payment of fees and charges into the local budget) according to chapters and subsections of the State Budget Index.
