Recently, the Ministry of Culture, Sports, and Tourism has issued Circular 09/2014/TT-BVHTTDL stipulating the work on protecting state secrets in the fields of culture, sports, and tourism in Vietnam.

Circular 09/2014/TT-BVHTTDL stipulates the drafting, printing, copying of documents, and objects carrying state secrets in the field of culture, sports, and tourism as follows:
- The head of the agency or unit is responsible for the confidentiality during the drafting, printing, and copying of documents, and objects carrying state secrets of the agency or unit. Copying and reproducing documents and objects carrying state secrets must be agreed upon in writing by the head of the agency or unit, clearly stating the number of documents being produced;
- Drafting, printing, and copying documents and objects carrying state secrets must be carried out within the agency or unit in a safe place prescribed by the head of the agency or unit, not outside the agency or unit. Computers connected to the Internet are not to be used for drafting, printing, and storing secret documents. When required, drafting must be done on checked and certified safe and secure equipment;
- The head of the agency or unit is only permitted to assign tasks of drafting, printing, and copying documents and objects carrying state secrets to individuals within the agency or unit who meet the standards specified in Article 5 of this Circular; not to hire individuals outside the agency or unit;
- Individuals responsible for drafting, printing, and copying documents and objects carrying state secrets must print, and copy exactly the prescribed number of documents, marking them with secrecy, recall stamps (when necessary), page numbers, copy numbers, print quantities, circulation scope, name of the drafter, name of the typist. For secret documents copied in the form of tapes, discs, films, or recordings, they must be sealed and stamped with the confidentiality level. Absolutely no typing or printing beyond the specified quantity. After copying, drafts, if any, must be checked and destroyed;
- When drafting documents containing state secrets, based on the content, the drafter must propose to the direct head about the confidentiality level according to the list; the approver and signatory are responsible for determining the confidentiality level, the number of issued copies, and the circulation scope. Objects carrying state secrets must be sealed, and a document specifying the names of the objects attached, with a confidentiality level stamp, must be attached to this document;
- When organizing consultation to draft documents containing state secrets with related sectors, units, and individuals, the presiding agency or drafting unit must specifically identify the scope, subjects, and stamp the necessary confidentiality level on the draft before sending for opinions. Agencies, units, and individuals receiving the draft must manage and use it according to the confidentiality level stated on the draft.
