- In cases where the proposal includes content on administrative procedures, the proposing unit shall supplement the dossier with documents as stipulated in Article 5 of Circular 19.- In cases where the proposal includes suggestions for amendments, supplements, or replacements of conditional business investment sectors and business investment conditions, the proposing unit shall supplement the dossier with documents as stipulated in Article 6 of Circular 19.

2. The formulation of policy content and the assessment of policy impacts in the proposal for the development of laws, ordinances, and resolutions shall comply with the provisions set out in Section 1, Chapter II of Decree 34/2016/ND-CP.
