At the same time, Circular 08 also stipulates that the lawyer submits directly or sends via postal services one set of the dossier to the Center. In which:

- If the dossier is submitted directly, the submission date will be the date recorded on the dossier receipt note.- If the dossier is sent via postal services, the submission date is based on the arrival stamp date of the postal service.
