The Directorate of Fisheries is the entity responsible for organizing professional training courses and issuing certificates of completion for fishery vessel inspector training.

Circular 23/2018/TT-BNNPTNT stipulates that individuals registering for professional training as fishery inspectors must submit the following documents:
- Application form requesting to participate in professional training as a fishery inspector according to Form No. 01.DKV in Appendix II issued together with this Circular;- Copies of professional diplomas and certificates and present the originals for comparison in case of direct submission or authenticated copies in case of submission via postal services or online environment (if any);- 02 color photos (3 x 4 cm).
Individuals will be granted a certificate of professional training as a fishery inspector according to Form No. 02.DKV in Appendix II issued together with Circular 23/2018/TT-BNNPTNT upon completion of the professional training course and passing the final test.
Furthermore, the Circular also stipulates the inspection of fishery vessels and fishery surveillance vessels as mentioned in Clause 1, Article 67 of the Fisheries Law, fishery surveillance vessels must be inspected, and fishery vessels with a maximum length of less than 12 meters must be equipped with safety equipment when operating, as per Appendix IV issued together with this Circular. Content of fishery vessel inspection includes:
- Appraisal of design documents in new construction, renovation, and repair of fishery vessels.- Supervision of the technical safety of fishery vessels during new construction, renovation, annual, on-slip, periodic, irregular, and repair stages.- Inspection of machinery and equipment subject to inspection installed on fishery vessels.- Participation in technical appraisal and determination of the cause of accidents and incidents related to the technical status of fishery vessels upon request.- Inspection of fishery vessels in accordance with technical regulations and standards for fishery vessels and related technical regulations and standards as per Appendix V issued together with this Circular.
