Dossier for Recognition and Issuance of Inspector Cards for the Finance Sector

This is a noteworthy content prescribed in Circular 19/2013/TT-BTC of the Ministry of Finance, providing guidance on implementing certain regulations concerning the organization and operation of the financial sector’s inspection activities.

According to the provisions of Article 7 of Circular 19/2013/TT-BTC, the head of the unit directly managing the official shall review and select personnel according to the standards specified in Article 6 of this Circular, and submit a written request to the General Director, Director of the Department of Insurance Management and Supervision for consideration and decision to recognize the financial sector specialist inspector. For Tax Sub-Departments, submit to the Tax Department for compilation to submit to the General Director of the General Department of Taxation.

The dossier for recognition decision of financial sector specialist inspector and issuance of the Card includes:

- Written request from the direct management agency of the official (for units such as Departments under General Department, Tax Sub-Departments) or written request from the unit directly managing the official (for the General Department level).- Curriculum vitae of the official;- Relevant professional degrees and certificates meeting the standards of financial sector specialist inspector (notarized copy).- 02 personal photos in identity card style.

The Personnel Organization Department of the General Department and the Department of Insurance Management and Supervision, in agreement with the department assigned to perform the specialized inspection function, shall appraise and submit to the General Director, Director of the Department of Insurance Management and Supervision to issue a decision recognizing the financial sector specialist inspector and issuance of the Card for financial sector specialist inspector within 15 days from the date of receipt of a complete and valid dossier.

The dossier for recognition decision and issuance of the Card of financial sector specialist inspector shall be stored at the Personnel Organization Department of the General Department and the Department of Insurance Management and Supervision.

Additionally, Circular 19/2013/TT-BTC also stipulates the conditions and authority for issuance of the financial sector specialist inspector card as follows:

- Specialist inspectors in the financial sector are issued cards when they meet the standards specified in Article 6 of this Circular and at the time of the card issuance request, are working in the advisory unit for specialized inspection work.- The General Director has the authority to issue the financial sector specialist inspector card to officials under the General Department, Departments, and direct Sub-Departments (if any).

The Director of the Department of Insurance Management and Supervision has the authority to issue the financial sector specialist inspector card to officials under the Department of Insurance Management and Supervision.
