Dossier for Proposal for Projects under the Program to Support the Transfer of Science and Technology in the Mountainous Regions in Vietnam​ - Illustration

According to Article 14 of Circular 07/2016/TT-BKHCN, based on the objectives and contents of the Program, the local socio-economic development needs, and the guidance documents of the Ministry of Science and Technology of Vietnam, local organizations shall submit project proposal dossiers directly or via postal service to the Department of Science and Technology for compilation.

The project proposal dossier includes:

- Project description (Form B1.1-TMDA);

- Summary of the scientific activities of the leading organization (Form B1.2-HDTCCT);

- Scientific resume of the project leader (Form B1.3-LLKHCN);

- Summary of activities of the organization supporting technology application (Form B1.4-HDTCHTCN);

- Documents proving the origin of the technology as stipulated in Clause 4, Article 6 of Circular 07/2016/TT-BKHCN.

Note that the Department of Science and Technology shall organize consultation through advisory councils or receive opinions from at least 02 independent consultants to review and submit the list of proposed projects to the Chairman of the People's Committee of the province or city for approval. The approved list of projects will be sent to the Ministry of Science and Technology (including projects managed by the central government and projects authorized for local management).

The project proposal to be placed shall be sent directly or via postal service to the Expense Management Unit of the Ministry of Science and Technology of Vietnam, including the original documents as follows:

- Official Dispatch attached to the project proposal (Form B1.5-DXDHDA);

- Dossiers as stipulated in Clause 1, Article 14, Circular 07/2016/TT-BKHCN;

- Decision on the establishment of the provincial or city advisory council and the minutes of the council meeting, or opinions of independent consultants.

Note: The details of the forms mentioned in this clause are stipulated in Appendix I issued together with Circular 07/2016/TT-BKHCN.
