In cases of proposing to confer orders, medals, state honorary titles, “Emulation Flag of the Government of Vietnam,” or “Certificate of Merit from the Prime Minister of the Government of Vietnam,” the opinion of the relevant central authority or provincial People's Committee must be obtained.
