On December 26, 2016, the Ministry of Information and Communications promulgated Circular 49/2016/TT-BTTTT detailing and providing guidance on the documentation and procedures for the issuance, exchange, reissuance, and revocation of press cards.
According to the provisions of Circular 49/2016/TT-BTTTT, the application dossier for a press card includes the following documents:
- A press card registration declaration form completed by the person proposed for the press card, according to the stipulated form; approved and stamped by the head of the agency proposing the issuance of the press card;- A certified copy of a university or college diploma (for cases under point b, clause 1, Article 27 of the Press Law) by a competent state authority;- A copy of the recruitment decision, labor contract, and other related documents to prove continuous working time of 2 years or more at the press agency proposing the issuance of the card or at district-level radio and television stations and equivalent;- A list of journalistic works for cases specified in clauses 5 and 6, Article 26 of the Press Law;- A compiled list of applicants for press cards with the signature and seal of the head of the agency proposing the issuance of the press card.
