Decree 31/2015/ND-CP provides guidance on the 2013 Employment Law regarding the assessment and issuance of national vocational skill certificates, issued on March 24, 2015.
According to Decree 31/2015/ND-CP, the certificate of assessment activities and issuance of national vocational skill certificates (hereinafter referred to as the certificate) must specify the name of the profession and the skill levels of each profession being assessed and issued with the national vocational skill certificate.

To obtain the certificate, the organization requesting the certificate must submit directly or send by post 01 (one) set of application documents for the certificate to the Ministry of Labor, Invalids, and Social Affairs. Within 15 working days from the date of receipt of the complete application documents specified in Clause 1 of this Article, the Ministry of Labor, Invalids, and Social Affairs shall be responsible for reviewing the documents and issuing the certificate; in case of non-issuance, a written response stating the reasons must be provided.
Regarding the application documents for the certificate:
- A written request from the organization, accompanied by a copy of the decision on the establishment of that organization issued by the competent authority or the Certificate of Business Registration;- Documents proving compliance with the conditions stipulated in Article 3 of this Decree.
Authority to issue the certificate: The Ministry of Labor, Invalids, and Social Affairs is the competent authority for issuing, reissuing, supplementing, reissuing, temporarily suspending activities, and revoking issued certificates.
