This is the main content stipulated in Circular 22/2011/TT-BGDDT Regulating scientific and technological activities in higher education institutions issued by the Ministry of Education and Training of Vietnam on May 30, 2011.
At Article 16 of Circular 22/2011/TT-BGDDT, the regulation on domestic and international science and technology cooperation is stipulated as follows:
Organizing the implementation of science and technology cooperation plans with organizations, individuals, public service providers, production, business, and service establishments within the country; with universities, research institutes, enterprises, organizations, and individuals who are foreigners or Vietnamese residing and settling abroad in accordance with Vietnamese law.
The content of the cooperation includes:
- Scientific research and technology transfer tasks;
- International cooperation tasks on science and technology according to Protocol; cooperation tasks to implement commitments of the Government of Vietnam with the governments of other countries and international organizations; bilateral and multilateral cooperation tasks;
- Training, fostering, and exchanging scientific staff and building research groups;
- Organizing scientific conferences and seminars, exchanging information, and management experiences in science and technology;
- Establishing specialized and interdisciplinary research institutes and laboratories;
- Participating in scientific and technological exhibitions and awards.
Creating a favorable environment to encourage cooperation between agencies, collectives, and individuals within the university and domestic and international partners.
