Regarding this matter, LawNet would like to answer as follows: 

On April 2, 2024, the Government issued Decree 35/2024/ND-CP on the consideration for awarding the "People's Teacher" title and the "Teacher of Merit" title.

Documents for consideration for awarding the "People's Teacher" title, "Teacher of Merit" title in Vietnam as of May 25, 2024

The documents for awarding the "People's Teacher" title, "Teacher of Merit" title in Vietnam as of May 25, 2024 are stipulated as follows:

(1) The individual's application for consideration for awarding of "People's Teacher" title, "Teacher of Merit" title includes: The declaration of achievements for consideration for awarding of "People's Teacher" title, "Teacher of Merit" title according to Form No. 01 in Appendix III attached to Decree 35/2024/ND-CP, and copies of corresponding evidence according to the proposed evaluation criteria as follows:

(i) Confirmation/certification or decision of the competent management agency regarding innovations, patents, useful solutions, and copyrights;

(ii) Decision to establish the evaluation council; minutes of evaluation of scientific and technological tasks;

(iii) Cover page of textbooks, reference books with the author's name and publisher, publisher's preface (if any), decision to establish the appraisal council, approval decision of the institution to use the textbooks, reference books for training;

(iv) Decision on assignment and cover of training materials, lesson plans, training materials, training programs, teaching specialization topics, research reports, recommendation reports, programs, and projects with confirmation from the competent authority; list of scientific articles published in domestic or international scientific journals and proceedings of national and international scientific conferences with reviews, cover of journals, conference proceedings with the author's name;

(v) Decision on guiding research students, postgraduate students, specialized doctors, resident doctors; decision to recognize the degrees of doctorate, master's, specialist doctors, and resident doctors;

(vi) Decision to participate in training learners for national and international exams by the competent authority; participation in compiling curriculum, textbooks, developing subject curriculum, and local educational materials;

(vii) Decision to participate in drafting legal normative documents; issued legislative documents;

(viii) Certificate of displayed works, performances, concerts, and broadcasts;

(ix) Certificate of awards; certificates or decisions of related titles, forms of commendation;

(x) Diplomatic note or teaching contract from foreign educational institutions stating the period of being an expert and the decision to be sent as an educational expert abroad by the Ministry of Education and Training of Vietnam.

(2) The application for consideration for awarding the "People's Teacher" title, "Teacher of Merit" title (hereinafter referred to as the application) for teachers with the title of professor includes: the declaration of achievements for consideration for awarding of "People's Teacher" title, "Teacher of Merit" title according to Form No. 01 in Appendix III attached to Decree 35/2024/ND-CP, and copies of corresponding evidence according to the proposed evaluation criteria stipulated at points: (i), (iv), (v), (vi), (viii), (ix), (x) in (1); the decision to recognize or appoint the title of professor.

Note: Individuals applying for consideration for awarding the "People's Teacher" title, "Teacher of Merit" title shall submit 01 application as stipulated in (1) or (2) directly or through postal services to the agency, unit where they are currently working for or the agency, unit where they have worked for before retiring under the social insurance regime.
