This is noteworthy content stipulated in Circular 29/2016/TT-BCA issued by the Ministry of Public Security on July 06, 2016, guiding the issuance, amendment, and supplementation of passports.
Circular 29 stipulates that in case of applying for a new issuance, re-issuance, modification, or supplementation of a passport for children under 14 years old, the application form X01 filled out and signed by the father, mother, or guardian must be certified and photo-sealed by the Chief of the commune-level police where the child is permanently or temporarily residing, accompanied by:
- If applying to add a child under 9 years old to the passport of the father or mother, the passport of the father or mother with at least 01 year of validity must be submitted;- If applying to modify personal details in the passport (adjusting surname, first name; date, month, year of birth; place of birth; gender; ID card number or Citizen Identification card), the passport of the child with at least 01 year of validity and legal documents proving the adjustment must be submitted;- If applying for passport re-issuance, the child's current passport must be submitted;- If applying for passport re-issuance due to lost passport, the loss report form X08 issued with this Circular or a certificate from the Immigration Management Authority confirming the loss of the passport must be submitted;- If the guardian is filling out and signing the application, a certified copy or a photocopy with certification of the document proving guardianship of the child must be submitted; if there is no certification, the original document must be presented for verification.
