the Government of Vietnam promulgates Decree 112/2017/ND-CP stipulating policies for local youth volunteers in the South who participated in the resistance during the period 1965-1975.
File, procedures, and time limit for resolving funeral allowance are stipulated as follows:
1. Documents of the representative of the relative or the person in charge of the funeral, including:
- An excerpt from the decision to receive a one-time or monthly policy allowance for the Southern-based Youth Volunteers who have passed away. In case of not yet receiving the policy allowance as prescribed in Clause 2, Article 6 of Decree 112, submit the public posting of the review results of the Commune People's Committee according to Form No. 5B prescribed in Clause 4, Article 9 of Decree 112;- Death certificate.
2. Procedure for implementing the funeral allowance:
- The representative of the relative or the person in charge of the funeral for the Southern-based Youth Volunteers submits 01 file to the Commune People's Committee where the permanent residence is registered;- Within 05 working days from the date of receiving the complete file as prescribed, the Commune People's Committee will check and make a written proposal according to Form No. 11A in the Appendix issued with Decree 112, attached with the file to be sent to the District Department of Labor, Invalids and Social Affairs;- Within 10 days from the date of receiving the complete file as prescribed from the Commune People's Committee, the District Department of Labor, Invalids and Social Affairs will check, appraise, and make a written proposal according to Form No. 11B, attached with the list for the funeral allowance as per Form No. 11C in the Appendix issued with Decree 112 and send the file to the Provincial Department of Labor, Invalids and Social Affairs;- Within 10 days from the date of receiving the complete file as prescribed from the District Department of Labor, Invalids and Social Affairs, the Provincial Department of Labor, Invalids and Social Affairs will check, consolidate, and report to the Provincial People's Committee to issue the decision to grant the funeral allowance to the relative or the person in charge of the funeral for the Southern-based Youth Volunteers;
Within 10 days from the date of the decision to grant the funeral allowance, the District Department of Labor, Invalids and Social Affairs is responsible for disbursing the allowance to the relative or the person in charge of the funeral for the Southern-based Youth Volunteers who have passed away.
