On October 15, 2018, the Ministry of Culture, Sports and Tourism issued Circular 33/2018/TT-BVHTTDL, specifying the regulations on the circulation of materials in mobile library activities.
Circulation of documents in mobile library activities is stipulated by Circular 33 as follows:
Regarding the circulation location, the selection should prioritize areas far from the center, those with district or communal libraries facing difficulties in terms of material resources, or where the population has a high demand for document usage.
The selection and supplementation of documents are regulated as follows:
- Survey the needs of users in the area, prioritizing materials supporting the local economic, cultural, and social development, materials for children, people with disabilities, and ethnic minorities;- Supplement documents through purchasing, exchanging, and receiving donations;- Ensure at least 03 copies per title and not classified as rare library materials;- Depending on the number of books being circulated, the maximum circulation time for each point is 06 months.
Additionally, Circular 33 also stipulates that after transferring documents to the circulation point, the library is responsible for:
- Creating a transfer record of circulated documents according to Form No. 02 stipulated in the Appendix attached to this Circular; providing the list of transferred documents to the person in charge of the circulation point;- Guiding the staff at the circulation point on the method of organizing documents;- Requesting the staff at the circulation point to tally the number of users, circulated documents served, and user needs for the documents.
Upon the conclusion of circulation activities, a summary and evaluation of the circulation activities should be conducted as follows:
- Inventory the number, and statistics of damaged or lost documents to devise plans for restoration or weeding of documents as per regulations. Documents that are too damaged to restore or are lost will be included in the library's list of documents proposed for weeding according to legal regulations;- Collect reports on the effectiveness of the circulated documents usage from the circulation point as stipulated and create a list of expected documents for subsequent circulation.
