Do not use assets at the offices of the Communist Party for personal purposes

Usage of assets at the Communist Party's agencies must adhere to the following principles:

- All assets formed under the regulations in Article 3 of Decree 165/2017/ND-CP are assigned to the Communist Party's agencies and public service providers under the Communist Party for management and usage.- The formation of assets at the Communist Party’s agencies and public service providers under the Communist Party must align with the assigned functions, duties, standards, norms of asset usage, permissible sources of assets, and funding sources; comply with methods, procedures, and processes under the regulations; assets must be fully recorded and accounted for in both physical and value terms; assets prone to high risks from natural disasters, fires, and other force majeure events must be financially managed through insurance or other tools as prescribed by law.- Assets at the Communist Party's agencies and public service providers under the Communist Party must be used for the correct functions, subjects, standards, norms, and policies; maintained and repaired according to regulations to ensure thrift practice, combat wastefulness, and prevent corruption.- The exploitation of financial resources from assets at the Communist Party’s agencies and public service providers under the Communist Party must follow market mechanisms, be effective, public, transparent, and lawful.- The management and usage of assets at the Communist Party’s agencies and public service providers under the Communist Party will be supervised, inspected, and audited according to the law and regulations of the Communist Party; any violations of asset management and usage policies at the Communist Party’s agencies and public service providers under the Communist Party must be handled promptly and strictly as prescribed.

Additionally, the Communist Party's agencies are allowed to use official residences, guest houses, and other underutilized assets for exploitation according to relevant laws and Communist Party regulations.

The proceeds from asset exploitation, after deducting related expenses and fulfilling financial obligations to the State as prescribed by law, will be managed as follows:

- Supplement the operating funds of the Communist Party’s agencies for assets provided in kind by the State or invested, purchased with the state budget;- Supplement the reserve fund of the Communist Party’s budget for assets not covered under point a, clause 5, Article 17 of Decree 165/2017/ND-CP.

Decree 165/2017/ND-CP takes effect from January 1, 2018.
