Display the National Flag on holidays and Tet is not only a legal requirement but also a customary practice and a cultural beauty of our nation. Annually, during Tet, organizations, agencies, and local citizens are required to strictly comply with the regulations of displaying the National Flag and ensure it is displayed correctly and solemnly. Failure to do so may result in administrative penalties.
Article 15, Decree 158/2013/ND-CP stipulates: A fine of 3 to 5 million VND will be imposed for the act of hanging the flag in a festival area that is neither higher nor more respectable than the festival flags.
As of now, there are no specific guidelines and explanations regarding what constitutes "disrespectful" flag hanging. However, one may infer that displaying the national flag "respectfully" means adhering to the following:
- The flag must not be hung upside down, with the star's peak centered and pointing upwards;- The flag must be proportionate in size to the flagpole or staff;- Do not display flags that are faded, torn, or perforated;- If combined with displaying images or portraits of leaders alongside the national flag, the images should be lower than the national flag or positioned on a background of the national flag below the star;- When displayed on ships or boats:- For foreign ships, the national flag should be hoisted at the highest mast from sunrise to sunset;- For Vietnamese ships, the position for the national flag is at the stern mast.- If displayed in a festival area: The national flag should be placed in a respectable location, higher than festival flags or religious flags.
