The Deputy Prime Minister of the Government of Vietnam chaired the Conference on the issuance of supplementation and update of the Plan for the implementation of the National Electricity Development Planning in Vietnam for the period 2021-2030, with a vision to 2050.

On August 14, 2024, at the Headquarters of the Government of Vietnam, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha chaired an online conference with localities regarding the issuance of supplements, updates to the Implementation Plan of the National Electricity Development Planning in Vietnam for the period 2021-2030, with a vision towards 2050 (electricity Plan VIII).
According to Notice 396/TB-VPCP dated August 21, 2024, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha stated that the issuance of supplements, updates to the Implementation Plan of the National Electricity Development Planning for the period 2021-2030, with a vision towards 2050 is highly necessary to ensure comprehensiveness, feasibility, efficiency, and synchronization with electricity Plan VIII, which has been approved by the Prime Minister of the Government of Vietnam. According to reports from localities at the conference, information and data from the localities have been fundamentally sent to the Ministry of Industry and Trade; however, some localities have proposed the addition of wind electricity projects, solar energy storage batteries; and increasing the capacity of waste-to-energy, biomass electricity projects from localities such as: People's Committees of the provinces: Thai Nguyen, Khanh Hoa, Kon Tum, An Giang, Binh Duong… Some projects related to inspection, investigation conclusions have not yet been thoroughly reviewed and coordinated by the localities and the Ministry of Industry and Trade for handling.
To soon complete the supplements and updates to the Implementation Plan of electricity Plan VIII as a basis for implementing electricity projects, promptly meeting and ensuring energy security for socioeconomic development, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha requested the provinces: Dak Lak, Ninh Thuan, Ba Ria - Vung Tau to urgently review, supplement related information, and documents for 07 wind electricity projects to address violations as stated by the Government Inspectorate, in accordance with the 9 criteria of the Ministry of Industry and Trade, and on that basis, send to the Ministry of Industry and Trade before August 25, 2024, for aggregation to report to the Prime Minister of the Government of Vietnam.
Request the Ministry of Public Security to thoroughly review the list of 154 solar electricity projects transferred by the Government Inspectorate, with analysis, evaluation, classification criteria for projects based on violation criteria: for projects without criminal law violations or for projects with violations that can be rectified for continued implementation, consider and propose solutions to avoid wastage of state, enterprise, and people's assets, and report to the Prime Minister of the Government of Vietnam before August 30, 2024.
The Ministry of Industry and Trade is tasked with cooperating with the Ministry of Public Security to thoroughly review the 154 solar electricity projects, classifying those with legal conflicts, projects with legal conflicts that can be rectified according to inspection, examination, and investigation conclusions, and in accordance with the 9 criteria, to consider and propose to the competent authorities for consideration as per the legal provisions.
Additionally, in cooperation with localities, review solar, wind electricity projects with storage battery systems, waste-to-energy, biomass electricity, etc., to comprehensively consider, propose additions conformable to fully qualified projects, appropriate to the allocated capacity scale of localities, ensuring feasibility.
Regarding newly proposed electricity projects utilizing residual heat, blast furnace gas, and by-products of technological chains in industrial facilities: Based on assigned functions and tasks, research, review, adjust, and update these electricity sources into electricity Plan VIII in the upcoming planning period on the basis of balancing total resources, implementation status, progress of electricity source types, ensuring compliance with the Law on Planning and other related legal provisions.
