On August 29, 2024, the Prime Minister of the Government of Vietnam issued Directive 30/CT-TTg on the development of Vietnam's culture industry.

To be specific: In the new phase, to enable Vietnam's culture industry to develop quickly, sustainably, proportionate to their potential and advantages, and bring about significant economic added value, thereby contributing importantly to promoting and advertising the beautiful and distinctive values of the nation's culture and traditions, the Prime Minister of the Government of Vietnam requires the Ministry of Culture, Sports and Tourism of Vietnam to execute:

- Lead and cooperate with ministries and central authorities, agencies, and localities to intensify regular propaganda activities, raising awareness about the position and role of cultural industries in socio-economic development.

- Proactively collaborate to formulate investment plans and support by phases for certain cultural industries prioritized for development; in which a plan is built and implemented on a pilot basis by 2030 for some fields where Vietnam has strengths, such as: Cinema, performing arts, design, cultural tourism, etc. Direct the vigorous implementation of Directive 08/CT-TTg dated February 23, 2024, of the Prime Minister of the Government of Vietnam on comprehensive, rapid, and sustainable tourism development in the coming time.

- Lead and cooperate with the Ministry of Planning and Investment of Vietnam and relevant ministries, agencies to build a statistical framework for cultural industries, reporting to the competent authorities in Quarter II of 2025.

- Lead and cooperate with ministries and central authorities, agencies, and localities to build a database and create a digital map of cultural industries, reporting to the competent authorities in Quarter III of 2025; develop distinctive cultural industry products and services linked to regions, localities; research, propose, and connect to form a creative encouragement and cultural industry development fund on the principle of ensuring no duplication or overlap with other funds related to cultural development if any.

- Lead and cooperate with ministries and central authorities, agencies, and localities to annually organize events for national creative publication announcements for cultural industry products and services; organize activities to honor and award individuals, organizations, and enterprises that have significantly contributed to the development of cultural industries.

- Actively cooperate with the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs of Vietnam to propose supplementary training plans by phases to improve the quality of human resources for cultural industries. Propose policies to train young, talented human resources in culture and arts fields to form a high-quality workforce for cultural industries; report to the competent authorities in Quarter II of 2025.

- Lead and cooperate with ministries and central authorities, agencies, and localities to build support and consultancy programs by phases for cultural industries; establish creative spaces, creative support centers, arts; support, connect creative spaces nationwide, and connect with the international network of creative spaces; support localities in preparing applications and registering to participate in the "UNESCO Creative Cities Network".

- Lead and regularly coordinate with related ministries and central authorities, agencies, to build a cooperation and association mechanism between organizations representing copyright, related rights, authors, owners, performers, producers of sound and video recordings, broadcasting organizations... on a transparent basis, ensuring the harmonization of interests among the parties; develop software systems for searching, comparing, and detecting to combat copyright and related rights infringements in cyberspace and the digital environment.
