Below is the Directive of the Secretariat on promoting the work of national standards, measurement, and quality until 2030 and the following years.

On July 30, 2024, the Central Committee issued Directive 38-CT/TW from the Secretariat on promoting national standards, measurement, and quality work until 2030 and in the following years in Vietnam.
To continue innovating, developing, and enhancing the quality and effectiveness of standards, measurement, and quality work until 2030 and in the subsequent years, contributing to achieving the goal of becoming a modern industrialized nation according to the Resolution of the XII Congress of the Communist Party, the Secretariat requests party committees, party organizations, governments, the Vietnam Fatherland Front, and political-social organizations to focus on leading and directing the effective implementation of several key tasks and solutions as follows:
- Strengthen propaganda work, improve awareness, knowledge, and responsibility of officials, party members, and the public, especially leaders, managers, and heads of agencies, organizations, and enterprises regarding the role, position, and importance of standards, measurement, and quality work in the industrialization, modernization, construction and development of the country, and in social life; about the significance of producing and consuming according to standards, regulations, and quality; and raise self-awareness in complying with the policies of the Communist Party and the State's laws on standards, measurement, and quality.
- Review, build, supplement, and complete policies and laws on standards, measurement, and quality in a focused, unified, synchronized, and internationally integrated manner based on modern technical infrastructure, digital technologies, and smart governance models. Innovate and improve the effectiveness of state management in standards, measurement, and quality. Shift from controlling specific objects and stages to managing the entire product chain, from pre-production research, organizing production to organizing distribution, circulation, consumption, and export of Vietnamese branded products and goods.
Complete the national standards system, creating a technical foundation to meet the objectives of science and technology development and innovation, leading the process of socio-economic development, ensuring national defense, security, and international integration; enhance the harmonization of international standards, serving the country's development objectives in each period. Complete the national measurement system, primary measurements of the ministries, central authorities, and local authorities. Promote the application of solutions regarding digital transformation, barcodes, and traceability to enhance state management of productivity and quality of products and goods, creating a transparent business environment, improving competitiveness, and boosting trade development, export, and import markets.
Continue to consolidate the organization and activities of standards, measurement, and quality agencies according to a single national focal point to manage unified state management of standards, measurement, and quality from Central to local levels. Develop national accreditation organizations, national conformity assessment organizations, national calibration, and testing organizations, and national productivity organizations to implement an arbitration mechanism serving management work on standards, measurement, and quality nationwide, meeting international requirements and practices.
- Build and train human resources in standards, measurement, and quality fields, ensuring quantity and quality. Incorporate training in standards, measurement, and quality into certain universities, colleges, and vocational secondary institutions. Invest in and upgrade training facilities in standards, measurement, and quality to meet mission requirements. Link training with scientific research and practical needs, focusing on forming and developing high-quality human resources, building a team of leading experts, esteemed expert groups reaching international levels, and enhancing international cooperation in training and exporting human resources in standards, measurement, and quality fields.
- Increase state budget investment for standards, measurement, and quality work within the total state budget for science and technology commensurate with its position and role. Plan and correctly implement the development plan for standards, measurement, and quality inspection centers nationwide.
Establish at least one standards, measurement, and quality inspection center in each key economic region according to the Resolution of the Politburo on the development of key economic regions, facilitating business activities and economic development, ensuring national defense and security in each region of Vietnam.
Continue to invest in physical facilities and human resources for technical standards, measurement, and quality inspection centers in the three regions: North, Central, South; modernize the technical inspection system for standards, measurement, and quality; and build some inspection centers meeting international standards. Enhance activity in standards, measurement, and quality in sectors to improve the economy's competitiveness.
Allocate resources for standards, measurement, and quality work in defense and security sectors to meet the requirements of boosting defense industry development according to Resolution 08-NQ/TW, dated January 26, 2022, of the XIII Politburo on "promoting the development of the defense industry until 2030 and in the following years."
- Strengthen inspection, examination, and supervision of standards, measurement, and quality to ensure the safety of products and goods in production, import, and circulation on the market. Coordinate and strictly handle acts of corruption, negativity, and violations of laws on standards, measurement, and quality. Timely reward and apply appropriate measures to protect whistleblowers of violations of laws on standards, measurement, and quality.
- Proactively and actively integrate internationally in standards, measurement, and quality work, complying with related international treaties and agreements that Vietnam participates in. Enhance information exchange, experience sharing, and cooperation in training; promptly update new standards and technologies, especially with countries with advanced standards, measurement, and quality inspection capabilities.
Increase participation in international organizations; raise the harmony ratio of national standards with international standards to improve the economy's competitiveness and enhance Vietnam's position and role in standards, measurement, and quality fields.
