The Ministry of Education and Training (MOET) of Vietnam issued Official Dispatch 545/BGDĐT-GDTrH on February 11, 2025, concerning the enhancement of directives for general education, sent to the People's Committees of the provinces and central-affiliated cities.

To strengthen state management in education and improve the quality of general education, MOET requests the People's Committees of the provinces and central-affiliated cities (hereinafter referred to as provincial People's Committees) to continue implementing the following key contents:

- Direct the implementation of communication work, organize conferences to deploy thematic subjects for dissemination, guidance, and unity in implementing conformably. Fulfill state management responsibilities concerning education and directives from the Prime Minister according to Official Telegram 10/CD-TTg dated February 7, 2025, on enhancing directives for enrollment in lower secondary schools, upper secondary schools, and managing extra classes and tutoring activities within the jurisdiction and responsibilities of the provincial People's Committees and provincial People's Committee Chairpersons according to regulations; issue regulations and guidelines on extra classes and tutoring, initial-level enrollment in the locality, ensuring compatibility with local realities and current regulations. Enhance inspection and monitoring of the implementation to promptly identify, adjust, and implement suitable solutions in areas facing difficulties during implementation.

- Continue conducting reviews, reorganizing, and developing the network of general education institutions to ensure sufficient schools and classes, especially in large cities, industrial zones, densely populated areas, and mountainous regions; ensure equity in access to education, allowing all students within the school-age range to attend school. Improve the effectiveness of personnel management in the locality, efficiently use the current personnel according to authority; enhance review, transfer, and rotation of teachers to ensure quality teachers across schools; appropriately recruit and fill the allocated number of teaching staff, providing solutions for areas lacking teachers, ensuring the principle of "students have teachers to lead the class."

Implement favorable policies to attract and sustainably engage teachers in long-term work at the local level, especially in areas with particularly challenging socio-economic conditions, ethnic minority areas, and mountainous regions to ensure the effective and sustainable implementation of the 2018 General Education Program in difficult areas. Continue to enhance facilities and teaching equipment according to the 2018 General Education Program in general education institutions appropriate to local conditions.

- Direct the education sector to thoroughly communicate to general education institutions in the locality to continue implementing comprehensive solutions to deploy the 2018 General Education Program effectively. Regular assessments, periodic evaluations, initial-level student selection (primary, secondary), and admissions testing for 10th-grade upper secondary school must align with the desired outcomes of the 2018 General Education Program, not exerting extra pressure on students.

Absolutely do not neglect organizing review and supplementary lessons for students with unmet academic results; organize intensified exam review sessions for terminal grade students according to the school's educational plan, recognizing this as the responsibility of schools to help students meet the required criteria for each subject of each class level according to the 2018 General Education Program.

Depending on local circumstances, provincial People's Committees direct the appropriate allocation of funds to educational institutions for review and supplementary student lessons, thereby contributing to improving education quality, particularly for students facing learning challenges, terminal grade students, disadvantaged groups, students from difficult family backgrounds, students in ethnic minority and mountainous regions, and areas with particularly challenging socio-economic conditions.
