On January 16, 2025, the Central Executive Committee of Vietnam issued Directive 42-CT/TW on enhancing the Party's leadership over education for thrift, integrity, impartiality, and selflessness.

In recent times, the work of educating revolutionary ethics for cadres and Party members has been a focus of interest and direction by the Communist Party, State, and various Party committees and organizations, achieving significant results. The ethical standards of thrift, integrity, impartiality, and selflessness have been gradually concretized into Party regulations, State laws, professional ethics, codes of conduct, and workplace culture to be implemented. The content of practicing thrift, combating corruption, and wastefulness has been integrated into the training and political theory programs at political schools and cadre training institutions from the central to local levels, as well as incorporated into certain subjects in the educational and training institutions of the national education system. Media, culture, literary, and artistic agencies have engaged in various activities of propaganda, creation, performance, publication, and the introduction of works with content on revolutionary ethics education and the prevention of corruption and wastefulness. Hence, the revolutionary ethics in general, and the qualities of thrift, integrity, impartiality, and selflessness in particular of cadres and Party members have been elevated, contributing significantly to the prevention of corruption and wastefulness.

However, the awareness of the role, importance, and urgent need for education in thrift, integrity, impartiality, and selflessness remains insufficient among many Party committees, Party organizations, cadres, and Party members. The work of revolutionary ethics education, especially in fostering integrity, practicing thrift, and fighting wastefulness, has not become a primary and constant task of many Party committees and organizations. The content, method, form, and target of education remain inadequate; the self-awareness of learning, practicing thrift, integrity, impartiality, and selflessness among cadres and Party members is lacking; values of integrity and thrift are not yet emphasized by society. Although corruption and negative behavior have been curbed and reduced in trend, many serious incidents still occur; wastefulness remains quite prevalent, causing significant loss of State and public assets; a portion of cadres and Party members, including high-ranking officials, due to a lack of self-cultivation, training, political bravery, and sense of responsibility, have violated Party regulations and State laws, necessitating disciplinary actions.

To enhance the education of thrift, integrity, impartiality, and selflessness for cadres, Party members, and the public, in order to improve the effectiveness of anti-corruption and wastefulness efforts, and to build a clean and strong Communist Party, State, and political system, meeting the demands of national development and defense in the new era—a time of national rise under the leadership of the Communist Party—in the upcoming period, Party committees and organizations should focus on leading and directing the effective implementation of key tasks and solutions such as:

Extensively promoting to make cadres, Party members, and the masses acknowledge that thrift, integrity, impartiality, and selflessness are the foremost ethical qualities of officials, Party members, officials, and public employees, and the urgent need for education and practice of thrift, integrity, impartiality, and selflessness within the Party, the political system, and society at large; enhancing the awareness and responsibility of Party committees, Party organizations, authorities, and leaders in leading, directing, and organizing the implementation of Party regulations and State laws on education and practice of thrift, integrity, impartiality, and selflessness. Closely associate the education of thrift, integrity, impartiality, and selflessness with Party building and rectification efforts, especially in cadre work, learning, and following the ideology, ethics, and style of Ho Chi Minh, complying with Party regulations on exemplary responsibility and revolutionary ethical standards of cadres and Party members in the new stage.

Simultaneously implement four major policies: Boosting the education of thrift, integrity, impartiality, and selflessness to "not desire corruption, wastefulness, and negativity," alongside tightening discipline, enhancing supervision, checking accountability, and completing stringent regulations to "make corruption, wastefulness, and negativity impossible"; enforcing violations uniformly without exceptions to "dare not engage in corruption, wastefulness, and negativity"; improving the living standards of cadres, Party members, officials, public employees, and workers to "eliminate the need for corruption and negativity."
