On December 10, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 130/CD-TTg urging to focus on directing and promptly resolving difficulties to promote the implementation of social housing projects in Vietnam.
The Prime Minister of the Government of Vietnam requires:
- Ministers, heads of agencies equivalent to ministries, agencies under the Government of Vietnam, Secretaries of Provincial and Municipal Party Committees, Chairpersons of the People's Committees of provinces and cities directly under the Central Government:
+ Continue to focus on leading, directing, and organizing more effectively the tasks and solutions outlined in Resolution 33/NQ-CP dated March 11, 2023, and other resolutions of the Government of Vietnam, and Prime Minister's directives. Urgently develop plans to effectively implement the tasks and solutions assigned by Directive No. 34-CT/TW of the Secretariat and Decision 927/QD-TTg dated September 30, 2024, by the Prime Minister of Vietnam promulgating the Implementation Plan of Directive No. 34-CT/TW of the Secretariat, to be completed in 2024.
+ Continue to effectively implement key solutions and tasks to enhance decentralization, delegation, reform, and maximum reduction of administrative procedures to facilitate businesses' participation in social housing development; and enable beneficiaries to access social housing. Implement administrative procedures for land allocation, site clearance, investment construction, and selection of social housing project investors in a concise, quick, convenient, open, and transparent manner.
- Chairpersons of People's Committees of provinces and cities directly under the Central Government:
+ Urgently issue by authority or propose to the People's Councils of the same level to promulgate documents regulating certain content assigned in the Land Law, the Law on Real Estate Business; review documents to amend, supplement, replace, annul or issue new ones ensuring conformity with the provisions of the Land Law, the Housing Law, and the Law on Real Estate Business. Complete in 2024.
+ Regarding urban planning, allocating land funds for developing social housing, and workers' housing:
++ Review, supplement urban planning, industrial park planning, ensuring sufficient land fund for developing social housing, including workers' dormitory and housing for the people's armed forces.
++ Strictly follow the regulation of allocating land funds for workers' dormitory within industrial parks and 20% of technical infrastructure homestead land in commercial housing projects, urban areas, for investment in social housing development according to housing laws.
+ Regarding social housing project construction investment
++ Focus on implementing the Scheme "Investing in constructing at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period"; complete the social housing construction targets assigned for 2024; incorporate social housing development targets into the five-year socio-economic development target system and annually.
++ Proactively allocate funding for site clearance and organize clean site clearance to have clean land funds for social housing. Organize auctions, bidding to select investors with financial capacity and experience in transparent public disclosure.
++ For projects already commenced, regularly urge early project completion, organize acceptance, and soon put into use.
++ For projects already approved for investment policy, urgently carry out procedures for investor selection; land allocation, issuance of land use right certificates; formulation, appraisal of basic design, technical design; construction licensing;... to commence and build as soon as possible.
++ For social housing land funds whose investment policy has not yet been approved, urgently plan; appraise the pre-feasibility report; update the project into local program plans... to complete investment policy approval procedures, select investors to implement the project.
+ Regarding preferential capital sources for social housing development: continue to review and check legal procedures, list projects on social housing construction, worker housing, renovation, and reconstruction of old apartments eligible for borrowing a fund of VND 120,000 billion, publicly announce on the provincial People's Committee's electronic portal to provide a basis for Banks to lend under the program and send documents to the State Bank of Vietnam and the Ministry of Construction for monitoring and compiling. Balance and allocate local budget capital to entrust to the Social Policy Bank for lending to buy, lease-purchase social housing; construct, renovate, and repair houses.
- Minister of Construction of Vietnam shall:
+ Enhance organizing training, propaganda, and dissemination of the contents of the Housing Law, the Law on Real Estate Business and detailed regulations, guidance of these laws.
+ Urge localities to review, supplement planning, allocate land funds to develop urban area social housing, worker housing according to legal regulations; strictly comply with regulations on allocating 20% of land funds for social housing in housing projects, urban areas, and ensure social housing development needs in the locality.
+ Strengthen inspection, examination, and handling of violations in implementing laws on social housing development.
- Minister of Natural Resources and Environment of Vietnam shall:
+ Enhance organizing training, propaganda, and dissemination of the contents of the Land Law and detailed regulations, guidance of the Law.
+ Coordinate with the Ministry of Construction to guide localities in developing land use planning, ensuring land funds to implement social housing construction projects, industrial worker housing.
- Governor of the State Bank of Vietnam to cooperate with relevant ministries and central authorities to decisively promote the disbursement of the 120 trillion VND credit program for social housing and worker housing loans.
- Assign Deputy Prime Minister of the Government of Vietnam Tran Hong Ha to directly direct, inspect, urge, resolve within authority, and report beyond authority to the Prime Minister of Vietnam.
