Direct Appointment to Higher Scientific Titles Without Rank Promotion Examinations

Article 6 of Decree 40/2014/ND-CP stipulates that individuals holding scientific titles or technological titles at public service providers engaged in scientific and technological activities, who meet the standards of higher titles, may be considered for special appointment to higher scientific or technological titles without competitive examination and regardless of working years, if during their tenure at their current title, they meet one of the following conditions:

a) Receive international awards or prestigious domestic awards in science and technology;

b) Lead or directly undertake particularly important national scientific and technological tasks that are accepted at a satisfactory level or higher, or lead scientific and technological projects that are implemented with high socio-economic efficiency;

c) Obtain a Doctorate or Science Doctorate degree;

d) Be appointed to the title of Professor or Associate Professor.

Special appointments to higher scientific or technological titles without competitive examination and regardless of working years are only applicable once for an individual engaged in scientific and technological activities holding a title.

The Minister, Head of an agency at the ministerial level, agency under the Government of Vietnam, Chairman of the Provincial People's Committee may decide on special appointments to scientific or technological title rank II without competitive examination and regardless of working years based on the proposal of the head of the public service provider engaged in scientific and technological activities, after obtaining consent from the Ministry of Science and Technology. The Minister of Science and Technology decides on special appointments to scientific or technological title rank I without competitive examination and regardless of working years based on proposals from the Minister, Head of an agency at the ministerial level, agency under the Government of Vietnam, and Chairman of the Provincial People's Committee after obtaining consent from the Ministry of Home Affairs.

The Ministry of Science and Technology provides specific guidelines on the conditions and procedures for special appointments to higher scientific or technological titles without competitive examination and regardless of working years.
