Regarding this issue, LawNet would like to answer as follows:

On January 22, 2024, the Minister of Natural Resources and Environment issued Decision 192/QD-BTNMT on the Digital Transformation Plan of the Ministry of Natural Resources and Environment in 2024.

Specifically, the Digital Transformation Plan of the Ministry of Natural Resources and Environment in 2024 will include 10 key tasks as follows:

(1) Digital awareness

- Digital Transformation Day: Implement the National Digital Transformation Day implementation plan according to the guidance of the Ministry of Information and Communications and, in accordance with actual conditions, carry out digital awareness-raising activities.

- Sharing problems, ideas, and how-tos on digital transformation

+ Continue to propose large, specific problems that need to be solved to digitally transform the natural resources and environment sector.

+ Build an information channel to announce major digital transformation problems of the natural resources and environment sectors and to receive initiatives from domestic and foreign agencies, organizations, businesses, and individuals to solve these problems. problem.

- "National digital transformation" communication channel on Zalo: Continue to participate in the national digital transformation communication channel to be promptly updated with the latest information on digital transformation for work and conversion activities. number of the Ministry of Natural Resources and Environment.

(2) Digital Institution 

Develop and implement plans to promulgate documents, mechanisms, and policies to develop digital government, digital economy, and digital society and ensure information security in accordance with the digital transformation process of the Ministry of Natural Resources and environment.

- Issue the Open Data List of the natural resources and environment sector; deploy the construction and provision of open data for organizations, businesses, and people to look up, exploit, and use to serve the development of the digital economy and digital society.

- Issue a Big Data List and develop a Big Data Development Plan for the natural resources and environment sector; develop and promulgate standards and regulations for each type of data in the big data category of the natural resources and environment industry.

- Continue to develop and improve regulations on collecting, storing, using, connecting, and sharing digital data.

(3) Digital infrastructure

- Upgrade and develop the Data Center to serve the development of Digital Government at the Ministry, meeting the requirements of deploying core technologies of the fourth industrial revolution.

- Build and operate an intelligent operating system (IOC) connected to the national steering and operating system.

(4) Digital data

- Continue to build and complete national databases and specialized databases on natural resources and environment based on unified architecture, standards, regulations, and data sharing services, ensuring a data foundation is an important and crucial infrastructure for digital transformation in the natural resources and environment industry.

- Collect and build master data in national databases and specialized databases to serve the Ministry's digital government service applications.

- Continue to collect, digitize content, standardize administrative document databases and internal databases, and apply and deploy document mining and processing technology to meet the needs of directing, operating, and performing administrative work.

- Build and deploy an electronic storage system specializing in natural resources and the environment.

(5) Digital platform

- Complete the Ministry's data integration and sharing platform (LGSP), connecting with the national data integration and sharing platform (NDXP).

- Build and develop shared platform systems for applications and services serving digital transformation, developing e-Government towards digital Government, developing the digital economy and digital society of the Ministry, and the sector of Natural Resources and Environment.

- Build a shared electronic authentication system connected to the national electronic authentication and identity exchange platform.

- Build a national geospatial data infrastructure to serve socio-economic development.

(6) Digital human resources

- Organize training and foster digital skills, data analysis, and processing skills for officials, civil servants, and public employees to be ready to convert the working environment to a digital environment.

- Organize training for a team of experts serving digital transformation at the Ministry of Natural Resources and Environment.

- Organize training, dissemination, and drills on ensuring data safety, information security, and protecting data infrastructure.

(7) Network information security

- Continue to develop and complete legal documents to ensure network information safety and security in the natural resources and environment industry according to the directions of the Government and the Prime Minister and guidance from the Ministry of Information and Communications.

- Continue to approve/submit for approval level documents and plans to ensure information system security for the information systems of the Ministry of Natural Resources and Environment.

- Regarding inspection, evaluation, and supervision of information safety and security

+ Regularly and continuously carry out information security monitoring for the entire information technology infrastructure, information systems, and data centers of the Ministry; promptly detect and handle vulnerabilities, security risks, and network attacks, preventing serious information insecurity incidents from occurring.

+ Regularly connect and share data about malicious code and monitor it with the National Cyber Information Security Monitoring Center (NCSC).

+ Regularly inspect and evaluate safety, security, and information security for the Ministry's information systems and important information systems to ensure that information security, according to the 4 layers, has been inspected and evaluated by an independent unit under the Ministry of Information and Communications.

- Regarding malware prevention and control:

+ Regularly review and update to ensure that all servers and workstations of the Ministry of Natural Resources and Environment have malware prevention software installed, thereby promptly detecting and handling malicious software and avoiding dissemination, spreading, and attacks from within.

+ Regularly organize to overcome weaknesses and remove malicious code for servers at Data Centers and personal computers at units under the Ministry's agencies. Instruct units under the Ministry to overcome weaknesses and remove malicious codes from the units' computers.

- Regarding response to network information security incidents:

+ Urge, monitor, direct,, and guide the implementation of incident response activitiesbyf the Incident Response Team and ensure information security at the Ministry of Natural Resources and Environment according to the Regulations.

+ Organize at least 01 incident response drill to strengthen the capacity of staff performing information security work at the Ministry and Department of Natural Resources and Environment.

(8) Digital Government

- Upgrade, merge, complete and operate the information system for handling administrative procedures according to Decision 468/QD-TTg dated March 27, 2021 of the Prime Minister, connecting to the National Monitoring System on Digital Government; Apply digital technology to personalize the interface, improve public service user experience, and receive opinions from people and businesses when building and using online public services; Continue to deploy the integration and provision of end-to-end online public services under the jurisdiction of the Ministry and the Prime Minister, to the National Public Service Portal, the National Single Window Portal, and connect with national and specialized databases.

- Build and improve national and specialized databases, as well as other databases on resources and the environment, to establish a foundation, connection, and sharing of digital data in the resources and environment sector, serving the digital transformation of the resources and environment sector.

- Build, upgrade and operate internal applications and services at the Ministry of Natural Resources and Environment and connect and share data with information systems inside and outside the Ministry according to needs, Decision-making systems must be data-driven.

- Complete the implementation of tasks of the Project to develop application of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030.

(9) Digital economy

Build data platforms to provide information, data, and digital content ecosystems about resources and the environment to create motivation for data development, increase data value, and serve as the basis to innovate, develop digital content services, and develop the digital economy; intelligent innovative services; ecommerce…

(10) Digital society: Propagating, disseminating, and answering legal policies on digital platforms, using modern advanced technology and diversifying digital communication channels that helps the community easily access, use, and raise awareness about resources and the environment.
