Recently, the General Department of Taxation (Hanoi, Vietnam) has issued the Digital Transformation Plan of the General Department of Taxation for the year 2024.

On June 11, 2024, the General Department of Taxation (Hanoi, Vietnam) issued Decision 804/QD-TCT to promulgate the Digital Transformation Plan of the General Department of Taxation in 2024.
The General Department of Taxation (Hanoi, Vietnam) has issued the Digital Transformation Plan for 2024 with the following tasks:
1. Digital Awareness
- Organize communication and dissemination of content, legal policies to raise awareness for tax officials and taxpayers about e-Government, digital government, and digital transformation; activities of the Digital Transformation Steering Committee of the General Department of Taxation; response to National Digital Transformation Day (through various forms such as posting on the Portal/Website, organizing specialized seminars to disseminate knowledge and skills on digital transformation or through various private investment activities).
- Develop a specialized section/articles on digital transformation on the portal/website of the tax authority and propagate digital transformation activities of the tax sector on the websites of local government authorities of provinces/cities.
2. Digital Legislation
- Continue to improve the tax management institutions to effectively manage new revenue sources arising from the digital economy, sharing economy, smart production, and cross-border transactions. Continue to research and perfect the legal basis in Decrees, Circulars guiding the Tax Management Law and Laws on VAT, CIT, and Circulars on electronic transactions in the tax field.
- Review and redesign tax management business processes to ensure the application of modern, efficient, and synchronized information technology with the effective time of related legal documents.
3. Digital Infrastructure
- Implement the replacement of IT equipment and services in 2024 to meet the requirements of deploying business applications such as e-tax services; e-invoice application generated from cash registers; internal testing and training systems; TMS database testing system; complete the deployment of IT infrastructure at the main data center and the backup data center to meet the expansion and replacement of worn-out, unusable equipment, and performance that does not meet the demand.
- Deploy infrastructure for e-tax services, complete technical infrastructure at the main data center and backup data center, internal testing training, TMS database training.
- Develop applications of network technologies (5G/6G) in providing services on mobile application platforms. Develop Internet of Things (IoT) infrastructure and new digital technologies in building applications for tax management.
4. Digital Data
Continue implementing the coordination of information exchange and data exploitation with units and ministries (Ministry of Industry and Trade, Ministry of Information and Communications, etc.) according to the connection plan after the General Department completes the agreement documents and cooperation between the parties.
Define the contents for the development of digital data of the agency, prioritizing the construction and use of shared databases to maximize the exploitation of available information and data from national databases. Implement effective data connection and sharing between state agencies; Open data, provide open data from state agencies to develop the digital economy and digital society.
Implement the projects established in 2023 as approved by the Ministry of Finance.
5. Digital Platforms
- Implement the construction of software systems for connection, integration, sharing of common data, and information exchange with external units in 2024.
- Research and build a project for an integrated, centralized tax management software system to meet the redesigned business processes on a modern architectural platform, applying new technologies such as artificial intelligence, the Internet of Things, big data...
6. Digital Workforce
Develop and implement forms of disseminating knowledge to leaders, officials, and public employees on digital transformation, digital government, digital economy, and digital society in accordance with the guidance of the Government, the Ministry of Finance, and the actual situation of the General Department of Taxation through seminars, conferences, meetings, contests, and posting documents on information websites...
Develop and implement a plan to train the digital transformation knowledge and skills for officials and public employees in the Tax sector.
Research the establishment of a unit for building, collecting, and processing integrated taxpayer information at the General Department of Taxation, establishing a mechanism for automatic collection and processing of information to serve the exploitation of taxpayer data across the entire Tax sector.
Focus on training a number of modern tax management specialists in economic sectors to support the implementation of new business processes as well as deploy electronic services and move towards the automation of management work.
7. Cybersecurity
- Maintain 24/7 network cybersecurity monitoring to promptly detect and handle potential attacks on the system.
- Continue to implement the planned tasks of upgrading technical infrastructure for security, backup, and storage.
8. Digital Government
- Continue to expand the electronic taxation system: electronic tax declaration, electronic tax payment, electronic land tax payment, electronic individual household tax, electronic registration fee payment for automobiles and motorcycles, electronic tax refund, electronic taxpayer registration.
- Deploy electronic services for taxpayers; connect with related systems to meet partial and complete public services and programs related to e-government of the Ministry of Finance, Ministry of Information and Communications, and the Government Office of Vietnam.
9. Digital Economy and Digital Society
- Continue to improve the e-invoice management application to meet risk management, inspection, and auditing requirements.
- Continue to perfect the content of the e-seal management application to meet the management requirements and arising business processes.
